Inquiry from Library of Congress
The attached letter from the Library of Congress is
self- xplanatory. However, I have since received a telephone
call from Mr. Condos of i~atR.onal Archives stating that in
order to release this inforrnetion it will be necessary for
National Archives to have a letter from our Security Officer
to Dr. Robert H. Bahmer, Security Officer of National
Archives, authorizing the down-grading and release of the
documents in question. Furthermore, your letter should
specifically indicate that the material which it is desired to
down-grade are broadcasts relating to the Katyn Forest
Massacre which appeared in the bulletins prepared by the
Foreign Broadcast Analysis Sect os of the FCC on April 23,
30 and May 7. 14 and 24, 1943. These are presumably the
forerunners of the FBIS dailies.
In view of the Congressional interest, it is requested
that this matter be handled expeditiously.
