Dear Dr. Sampson:
As you know, I have arranged for the historians working on the Vietnam
War volumes of the Foreign Relations of the United States series to screen
the documents they order from presidential libraries after we receive them
here. Drs. Baehler, Keefer and Landa visited our offices in December and
January and screened ten separate groups of documents that they had selected
at the John F. Kennedy Library, to identify the specific documents they would
like CIA to review and release for this project.
After review, the originating components here have given me a decision on
the last two of the ten groups that Dr. Keefer, et al. screened and the one
document pending from Dr. Smith's previous group of`-Kennedy Library
documents. (We reported on the first eight groups in our letters to you of
17 February, 2 March, 3 July 1984 and 24 July 1984.) Of the 18 documents
that were selected for review from these groups at hand, I can forward 8
documents for release, since the originating components have denied the other
10 documents.
I shall enclose copies of the Kennedy Library manifests that include
these documents from the following groups:
Group D: JFK Manifest Nos. 7, 8, and 10
Group I: JFK Manifest Nos. 30-33
You will note on these enclosed manifests that we have numbered each
document received from the Kennedy Library. Drs. Baehler, Landa and Keefer
used these numbers (indicated below in the "HS/JFK Document #" column) in
- /p C-3 /3rKLy
This letter is UNCLASSIFIED
when separated from attached
documents.

screening these documents, and for their information the results of our
review are summarized below:
Requester
We understand that we need not arrange for review of any other documents
in these groups, unless Drs. Baehler, Keefer or Landa (or some other
historian working on this project) selects specific additional documents for
review. According to our records, the forwarding of documents from these
last groups completes your Kennedy Library request.
As usual, the caveats noted in the enclosed "CIA Records Access Policy"
apply concerning CIA review before any material from CIA-originated documents
can be downgraded, declassified or published in any unclassified publication.
I am sending a copy of this letter to Ms. Suzanne K. Forbes,
Classification Review Archivist at the Kennedy Library, and to Dr. James E.
O'Neill, Assistant Archivist for Presidential Libraries at the National
Archives and Records Service.
With all good wishes,
Yours sincerely,
J. Kenneth McDonald
Chief Historian

Dear Ms. Forbes:
This is to let you know the results of this Agency's
review of the classified documents that Department of State
historians selected from your records as part of their research
for a Vietnam War Volume in the Foreign Relations of the United
States series. I shall enclose a copy of our letter to Dr.
Sampson, noting those CIA-originated documents that have been
released (at their existing classification), and those that
have been denied, for use in this project.
We appreciate your help.
