SUBJECT : Review and Release of CIA Documents to Department of
State Historian
1. Dr. David Baehler, an official historian from the Department of State,
visited our office recently and selected the following documents from our
copies of 151 Kennedy Library documents that we have already sent to you for
review with our memoranda of 22 September and 13 October:
HS/JFK/295 (our memo dated 21 Sep 83)
HS/JFK/315-335 (our memo dated 13 Oct 83)
HS/JFK/437 (document attached for your review)
2. Since Dr. Baehler now wishes access only to the documents listed
above, I have enclosed copies of the covering memoranda with these documents
circled. As far as we know, there is now no need to review the other
documents sent to you with the above noted covering memoranda.
3. I would be grateful if you would review the documents noted in
paragraph 1 and decide whether they can be released (at their present
classifications, unless you wish to sanitize or downgrade them) to the
Department of State for Dr. Baehler's use in preparing a Vietnam War volume of
the official Foreign Relations of the United States series.
4. Dr. Baehler and the Department of State have agreed to the attached
"CIA Records Access Policy," which requires further CIA review before any of
the classified material you may now release to them can be declassified,
downgraded, or published.
5. Would you please return these documents with your determination to the
DCI History Staff, Room 316 Ames.

SUBJECT : Review and Release of CIA Documents to Department of
State Historians
1. Dr. Charles Sampson and his team of official historians from the
Department of State, have asked permission to use the 66 CIA-originated
documents from the Kennedy Library (list attached) in preparing a Vietnam
War volume in the official documentary series, Foreign Relations of the
United States. I would be grateful if you would review these documents
and decide w ether they can be released (at their present classifications,
unless you wish to sanitize or downgrade them) to the Department of State
for Dr. Sampson's use.
2. Dr. Sampson's team and the Department of State have agreed to the
attached "CIA Records Access Policy," which requires further CIA review
before any of the classified material you may now release to them can be
declassified, downgraded, or published.
3. I would be grateful if you would return these documents with your
