Dear Dr. Sampson:
As you know, I have arranged for the historians working on the Vietnam
War volumes of the Forei n Relations of the United States series to screen
the documents they order from presidential i raries a ter we receive them
here. Drs. Baehler, Keefer and Landa visited our offices in December and
January and screened groups of documents that they had selected at the John
F. Kennedy Library, to identify the specific documents they would like CIA to
review and release for this project.
After review, the originating components here have given me decisions on
the first three of ten separate groups of Kennedy Library documents that
these three historians screened. Of the 35 documents that these historians
selected for review, I am forwarding 18 classified documents that have been
released, and must report that the originating components have denied the
other 17 documents.
I shall enclose copies of the Kennedy Library manifests that include
these documents, divided into three groups as follows:
Group A:

5, 7a
Group C:
JFK Manifest Nos. 7b, 8a, 9, and 17
You will note on these enclosed manifests that we have numbered each
document received from the Kennedy Library. Drs. Baehler, Landa and Keefer

apply concerning CIA review before any material from CIA riginated documents
can be downgraded, declassified or published in any uncl ssified publication.
