As you requested, I am enclosing a copy of my recent
letter to NSA, releasing to them the State Department's
TOP SECRET EYES ONLY document "The Cuban Crisis, 1962"
by Frank Sieverts.
I do want to thank you for alerting me to the "Inter-
agency Agreement on Access for Official Agency Historians"
of 20 February 1980, and for sending me a copy of it. As
you suggested, I called NARS and talked with Ms Koucky,
who explained and sent copies of the agreement and its
proposed revisions.

selected in their research at the John F. Kennedy Library
in September 1981. Although this is a State Department-
originated document, the Kennedy Library sent it here for
review, since it appears to be partly based on CIA infor-
mation. Moreover, we understand that since both NSA and
the State Department are signatories to the "Interagency
Agreement on Access for Official Agency Historians" of
20 February 1980, this document needs no State Department
review for the Kennedy Library to release it to NSA. Since
CIA is not a signatory to this agreement we have had it
reviewed here, and can now release it for your use in NSA's
U.S. Cryptologic History program..
This document, which is the last item from your
September. 4, 1981 Kennedy Library List, is subject to the
usual caveats noted in "CIA Policy Concerning Presidential
Libraries" (rev. 12 July 1977).

SUBJECT: State Department Paper, "The Cuban Crisis, 1962"
1. There's precious little "CIA information" in the 54 page extract,
and I fail to see what use the NSA historians plan to make of this,
especially since there's no discernible NSA information.
2. As a quondam historian with a special interest in the Cuban
missile crisis, may I say that Mr. Siavert's account reflects his own role
in this incident, a peripheral participant.
3. In any event, if the NSA guys want it, I see no reason to
withhold it.

2. Among the documents that Messrs.
selected is the enclosed TOP SECRET EYES ONLY paper, "The
Cuban Crisis, 1962." Although this is a State Department-
originated document, the Kennedy Library has sent it here for
review, since it is based on CIA information. Moreover, since
both NSA and the State Department are signatories to the "Inter-
agency Agreement on Access for Official Agency Historians" of
20 February 1980 (copy enclosed), this document needs no State
Department review for the Kennedy Library to release it to NSA.
CIA, however, is not a signatory to this agreement, and the
Kennedy Library has therefore submitted this document to be
reviewed here for possible release to the NSA History Program.
3. In these circumstances I would be grateful if you
would review this document from your ecumenical vantage point,
to determine whether it can be released to these NSA historians.
The document should then be returned to us here (DCI/HS, 316
Ames Bldg.).
4. Messrs.l are familiar with the
caveats in CIA's policy concerning access and review that
must be observed before any released material can be downgraded,
declassified or published.

1. The National Security Agency has an active U.S.
Cryptologic History Program. One of its responsibilities
is to locate and identify those records relating to U.S.
cryptology, particularly those which document the usage of
intelligence derived frets cryptologic activities. We would
therefore like to request permission of the Central Intelligence
Agency to research Central Intelligence Agency files, at the
John F. Kennedy Library for the purpose of identifying records
of the National Security Agency which may be in these files.
2. In addition to a general survey to ascertain the
extent of NSA records in the Central Intelligence Agency files,
we are particularly interested in identifying NSA records,
if any, which pertain to the Cuban Missile crisis, the Bay
of Pigs, the construction of the Berlin Wall, and any
dunLents related to the Penkovsky case.
3. Listed below is the pertinent information your Agency
has requested:

Interagency Agreement on Access for Official Agency Historians
To facilitate official governmental historical research projects, and in
accordance with the provisions of Executive Order 1162 and its implementint,~
National Security Council directive, the undersigned agencies agree to
reciprocal rights of access, including the acquisition of copies, to classified
materials now a part of accessioned Federal records or donated historical
materials in the custody of the National Archives and Records Service,

that we received from your library, which you sent on 4 September
1981. This-package contained copies of, and notes on, CIA-
originated documents (as noted on your enclosed Lists Nos. 1 &
2), which Messrs. selected from your files
to use in NSA's US Cryptologic History Program.
2. In returning your Lists Nos. 1 and 2, we have marked
those documents that CIA has released in green, and the single
document denied in red. Attachment A lists each document and the
specific CIA conditions stipulated for its release by the component
that reviewed it. We have denied one document; since it is not
CIA-originated, we do not have authority to release it.

History Program. The CIA is releasing these documents undt:
the conditions stipulated by each of the components concerned,
as noted in Attachment A. A note is also attached to each docu-
ment stating the specific CIA conditions for its release. The
usual caveats obtain, requiring CIA review and concurrence before
the publication of any information based on CIA-originated
documents.
2. I regret that we cannot release one document sub-
mitted for review; since it is not CIA-originated, we do not
