1. On 28 September 1950, a nightly curfevr from midnight to 5,OO a.m. was pro-
claimed in the Shihch'i (113-22, 22-30) area. This action was taken by
P9.71723 Ao ( e) , ), the Chinese Corm.mmist garrison commander in Shihhch' is
and CHAO Ch' i4li (4 Z. ) s Shihch' i chief of police, because of increased
guerrilla activity in the area.*
2. On 29 September, the Kw tung'd Military District assigned Kaolan (off - )
Islands in the Chungshan 113-36, 22-22) area, as a Chinese Communist naval
nersonriel training base. In early October, about 140 men engaged in daily
naval training operations here; they were equipped with 4 heavy machine guns,
8 light mac?-ine guns., and 2 small cannon. In earl October there were 16
large junks and the two small gunboats I:ULI and CH T NGKUNG at Kaolan
Island.
3. On 30 Septembers the cor.im.cations department of the Icwangtung government
drafted a plan to convert sailing junks into motor junks. One thousand truck
engines and other engines will be concentrated at Uha'poa for use in those
conversions. Iro-liiha~-fu-szu'-chi (? I.talinovski) s a Soviet
advisor, and 10 Soviet shipbuilding technician. are to supervise the work.
