THIS IS UNEVALUATED INFORMATION
1. "rhereas most key. questions of Chinese foreign policy, particularly those
touching on Chinese-Soviet relationships, are handled on a top-secret basis
by high Communis?,, officials and Soviet advisers in Peiping, matters arising
from the planned ~*eturn of Port Arthur and Dairen to China are handled in a
routine manner by the Chinese Ministry of Foreign Affairs.
2. The question of the restitution to China of control of Port Arthur and Dairen,
however, is recognized by both.the Chinese people as a whole and the Soviet
Union as an academic one. Both feel that in 1952, when according to the
Sino-Soviet Treaty control of these ports returns to the Chinese, Soviet
control over that Governnent will be so corplete as to ensure continued
do facto Sovie', use of the ports.
The Chinese Camunist Government has recognized certain non-Soviet-satellite
countries any exchanged diplomatic representatives with them in order to
point out to the nations of the world that their status as the Government
of China-is recognized by nations other than tt,oso in the Soviet orbit. In
addition, . t'ey are anxious to develop ties with former colonial countries
which are now independent in order to make use of those countriest anti
imperialist feelings to build a basis for understanding bettreeri Communist
China and ::ach countries as Durma, Indonesia and India.
