The morale of the leaders of the Rumanian workers Party has been seriously

leaders nor their subordinates display their former zeal in the exec* ion
of their dt-ties~ It has been noted that they are more moderate in their
demands ?tne, less insistent ox the fulfillment of their orders Although
the Party leaders continue to have recourse to the Vilitia to enforce their
will., it hrs likevrise been noted that the morale of the I9ilitia on hao
shaint a similar decl-inor. It appears that each -.ndivi.dual is giving thought
to the neee'. to save his own skin and subordinates fear to execute the
orders of their superiors in the Party.
