It has been said that this transfer is being accomplished because the
Soviet offices in the area of Berlin are too oxoosod to the intelligence
gathering activities of the.',estorn intelligence or&anizations operating
from ;lest Berlin. Both the TIGB and the Razvedka Sovetskoi Armii (I.ntolli--
gence service of the Red Array) (RSA) are to be transferred aa' are per-
haps already being shifted. Similarly the government of the German. Darao-
cratic Republic has begun, to transfer important ru.nistrios from Perlin
to Leipzig. For example, the I.inistry of State.Security and the I.Iinistry
of the Interior, in addition to some unidentified central administrative
agencies, are said. to have already been transferred to Leipzig. This

3, On 19 April 1950, a man was arrested in Sebniiz by several police
officials wearing civilian clothes. Two Tt,ussians in civilian clothes
wore allegedly in the group of these police officials. The officials
to ;ether with the man arrested left the scene in two cars which had
Thuringian licence plates. Two Soviet officials searched the house
of the ran arrested on 5 F'ay 1950. It is knot n that the arrest as ue11
