25X1X 1. On 1 August 1950 CHANG Ai--pl ing (e.j.? -f ), Commander of the Chinese
Communist Fa:;t China Naval Area, accomnanied eight Soviet advisers (the
highest had a rank equivalent to colonel) from Shanghai to Ningpo, then
by boat to Tinghai (12206, 30-03). where they inspected sea approaches,
water supply, warehouses, barracks tnd naval offices. They also inspected
the port facilities of Shenchiamen (122-18, 29-58) and Kanlan (phonetic),
north of Shenchlamen.
