The 15 persons preset;t at the special rreetinw held in Shench'uan on 29 June
1950 by #Ai G hang and Li ryei-pang (LI tvai_per;g included the

Control Commission. During the meeting FANG instructed Chinese military and
political cadres on the Sino-~ri.tish frontier to create incidents in order to
pro'v':i..de a pretext for the recovery of liong .ong and r(owloon by the Chinese
Ci numunists.

a. Chinese Conmunists were to tighten their cotntrcls of labor and student
organizations so as to neutralize any infiltration by reactionary
elements, and to absorb as many pro-Communist elements as possible in
orraer to enlarge the field of operations?
After the incident, the persons openly engaged in it were to withdraw to
safety in Chinese territcry, which members of Communist organs in, Hong
ron. and Kowloon were to notify their associates who had positions in.
various u:batt welfare committees to ask the local residents to hold
meetings demanding freedom of self-determination and asking the Chinese
Cmtrio-fist forces to come to long Kong and K,owloca to protect Chinese
nationals.

to create an incident to precipitate and ,justify an armed invasion of
ntaloon and Long bong, the South Cnina Politburo has appointed- ~I commander
of the i.:ilit;ary ~dorcer?s4 Unit., and priced 125 experienced low-ranking cadres
under his com..anas in this .anit. Beginning on 25 June 1950, t'r:ese members
were to infiltrate into -,.o.aloca and scatter. Each five members form a team,
and five teens form a group, five of which constitute the unit., The contact
point for the members of the unit is the Chinese pen shop, Ct i Ta Cra' ng 'Po
ii Tien ir2 Shaarghaai Street, Yauniaati, Kowloon. A.
