According to a Chinese Communist employee of the Chin Hang Tai Bice Nill who was in attendance, the ,gathering was presided over by Choo Lieng Ngung, a prominent Chinese C,omiunist underground committeeman. Many Thai Communists were present at this meeting. The Chinese Communist further status that the following matters were considered at the underground meeting: a. A cooperative plan between Chinese and Thai Communists for sabotage in Thailand. CLASSIFICATION CONFIDENTIAL/CONTROL - U.Sn OFFICIALS ONLY b. An agreement to establish various underground headquarters in the northeastern Thailand provinces. c. The organization of Communist activities in the central Thailand provinces at the labor level among Thai and Chinese. d. The launching of a D-Day sabotage campaign when the Communist armies approach the Thai frontier, or soon after Thailand has been invaded. In this connection, Choo announced that the necessary arms and ex- josives for sabotage efforts are already in the hands of the underground. MMM Comment.
