All Rumanian syndicates (trade unions) are supervised by the General Confederation of Labor which, acting under the direction of the Rumanian '.?vorkers Warty, controls all the workers in Rumania. 2. The anion of syndicates comprises all trade unions in a given industrial field. These unions of syndicates are directly responsible to the General Confederation of Labor. Their activities are similar to those of the individual syndicates, which are described in paragraph 4, below, although their responsibilities and activity is of course greater. 3. Lach plant employing not less than 500 workers is entitled to organize its own syndicate. If the number of workers is less than 500, a factory committee or syndicate group is organized, which in turn is affiliated with a syndicate. In some cases, where the number of workers is between 400 and 500, the factory committee or syndicate group nwy work directly with a union of syndicates. 4. In theory, the syndicate represents the interests of its worker-members vi is-a-vis , the factory administration. In actual fact, however, the syndicate exercises no such function. At the present time activities of syndicates include; !" Directed by a chief who is usually the responsible for a certain activity, the collective meets once or twice a week, hears reports and discusses the problems that have been assigned to it. At the conclusion of the meeting minutes are prepared setting forth the decisions reached and new tasks assigned. L'embers of the collectives are likewise used for agitation work among the members of the syndicate. Collectives are also employed within the Rumanian workers Party. 7t; There has been no true reorganization of syndicates The only changes have been the institution of more effective control by the Rumanian 7;orkers Party and the reduction of the number of workers necessary for the organization of a syndicate in a single enterprise from 2,000 to 500.
