1. The month%r mtput of the Jelasnicm mine near Nis hal decreaseti for ihe
following reason
a. Work organization within the mine is -loor.
b. Because of a lack of the nocesviry mechanical equipment the ut
be carried from the mine by the mimirs themselves.
c. The miners being for the most part .leasants from nearby villajes, they
return to the LInd during planting and harvest seasons. In aMition,
there is a lack of skilled technicians at the mine.
d. Because the minsrs recently have not been provided with sufficient food-
stuffs, many. wish to return to their villages.
2. Because of a lack- of raw materials. which must be imported, the cotton weaving
mill at Nis has worked only one shift since 1 April 1950. Because of this
situatinn many of the workers will be transferred to other indostril, while
those who have low work ratings will be dismissed. The finishzd ,.)rdicts of
this mi/1 are trens-oorted daily by rail to an unknown destination. 7tspite
strict control, thefts of cloth from the mill by workers, who 'el.;, to the
peasants in exchazgr for food, are freenent. Theme thefts are carrle out
witt) the knowledge of the warehouse guards1, who receive a share th profit.

At the Nava Construction Enterprise in Ni regularities in wcrkl%g con
ditf,ons and defective construction often occur in the constructlon ejects
performed by this enter rise as a result of the inde)endence of its elpere
visors. This has had a damaging effect both on the enterprise and tl, worlers.
Illustrative of the poor .sulervision in the entererise are the follovng
examelesz
a. Errors made im the construction of some concrete atees made then. enusable.
b. Konstantinov1c. the technical chief of the enterprise, circumvent the
prescribed waee norms for the construction of cement stees and Tifvfl
according to ijs own whim. Despite an admonishment from the Ereetorate,
he continues eo act according to his own ideas, thus creating detatis-
faction among workers in other entererises in Nis, who are aidaeeording
-to Oa norm.
c. Konstantinovio also has not adhered to the construction plans fc,r certain
projects in as a consequence of which some of the project e heve had '
to be rebuilt. For example, he places doors and windows In place not
provided. for :11em in the plans. It is expected that for this miseenduct
Konstantinovic will be imprisoned..
Many workers of the enterprise are dissatisfied with the inadeemate food
supply. The directorate shows very little concern for this siteatlen,
