In early February 19b0 Prince To sent two representatives to Yicghaia to discuss a rapprochement with the local Chinese Communist authorities.* At the end of 'ebruary, one representative had returned to Prince To, while the other, Giljintai**, remained in Nin;hsia. Consent. Prince To is doubtless in desperate circumstances wj'.ich forces him to resort to this means to reduce the pressure on him. Comment. If Prince To had reached a full accord with the Chinese Communists, the latter would oertainlay have given the fact wide publicity.
