1. It is now evident that the visit of Prime Minister Sutain Sjahrir to Burma,
lea and ; rpt in P46, was in connection with the formation of an Asian
'neutral" Bloc of .0ocialist countries at the outbreak of World Mar 33I.
2. The plan called for this bloc to be "strictly neutral" at first, and to ally
it-self with whichever side would appear to be victorious, as the military
conditions developed. The purpose of 3jahrirts visit was.known to Clarence
Hart Campbell.
