Fexnancio Valera, Vice `Provident of the Council of Ministers of the Spanish
Republic, in a letter dated Paris, France, 2 Larch 1949? asked the Spanish
Republican Charge d'Affaires in Guatemala, Salvador N. Pallares, to convey
gratitude to President Arevalo and Foreign Minister Enrique Munoz Mearr
for their donation of $8500 to the Spanish Republican cause. The letter
explained that the draft for the money had been received in Switzerland,,
Comment. Fernando Valera travelled in Latin American during
the summer of 1948. His principal mission was to arrange for a Venezuelan
loan to the Spanish Republicans, but it is believed possible that a similar
arrangement could have been made in Guatemala
