Recently, all Latin anerican Communist c'arties became
affiliated with the Cominform Bureau now located at Bucharest, Ruina.nia.
The step was taken because of the possible prohibition of Qonnmunist Parties
in ,atin ,inerican countries. The Cominform desires that he activities of
these various parties be continued underground where they have been declared
illegal, or where the possibility exists that they will be declared illegal.)
1.3?'} During his trip to Europe in the late sumner, Flavio Bravo, leader of the
Juventud Socialista (JS-Socialist Youth) of the Partido Socialista Popular
(PSP-Cuban Communist Party) received instructions from the Cominform as a
result of which a systematic plan for future activities of the PSP in Cuba
25X1A2g would be instituted ). Comment. Other South American 25X1 X6
countries were also to be the beneficiaf2 bf this information.)
The Cominformn activities in Cuba and the rest of Latin America were to be
conducted separately and apart from the various Soviet Legations in Latin
25X1X6 American countries, ( Comment, This was recommended because of the
possibility that the egations in Cuba and other Latin American
countries might have to be abandoned.)
Among the instructions Bravo received was one stating that groups affiliated
with the PSBwere to merge into one powerful opposition party which was
to be managed by representatives of the Cominform, but was not to have
Communist characteristics. The party was to unite all elements opposing the
Autentico group (including the former and present administration party in
Cuba) an d2 t' finperialistic groups. Hn attempt was made to obtain the
assistan Sner President F1ulgencio Batista, now a member of the Cuban
Senate. Continent, Bravo spent considerable time with Hungarian
Communist lea ers and brought back with him a considerable/amount of material
written in Hungarian which dealt almost exclusively with Soviet affairs.
Bravo, in his present work, is using the material he received in Hungary
for guidance. It contains valuable information concerning Soviet activities
in Hungary, and it is to be used so that Bravo may duplicate in Cuba
Communist practices which were successful in Hungary,)

/. Bravo was instructed specifically to establish an organization molded
after the "Komsomol" in the USSR. The youth of Cuba are to be organized
in this group in order to:
a. Infiltrate Communists into significant movements in Cuba,
b. Have a fighting group of young revolutionists,
c. Create a reserve which can be used for militant Communist
fighting brigades.
To accomplish this, the following steps are being taken'(

a. tstabli.shment of actin ttees in each community all over
the island of Cuba. ( Comment. Bravo has been devoting 25X1X6
considerable time to the organization of these action committees
throughout the island.)
b. Study circles are being organized for younger students to learn
the principles of lVa rxism?
c. Young PSP workers will be organized into "Help Brigades" to
visit rural areas.
d? Farm youth will receive special attention from the Communist
workers, and they will be organized into non-Communist sport
clubs.
