Neither the plant nor the pit are operating satisfactorily. Oil, production is decreasing: steadily. The plant can process only a part of the mined oil shale; the remainder is being stored. The plant lacks qualified engineers and workmen, has,'constant mechanical breakdowns, and is operating at a loss.. It produces raw ;il. motor oil, gasoline, diesel oil, motor petrolet i and bitumen. Since the middle of 1946 a pipe-line has been under construction from the K,tvil i plant to .Leningrad which will supply Leningrad with Eatoni&n. oil gas. The pit laoks qualified workers, drilling machines and electrical wiring. Drilling machines supplied by the Ilmarine plant in Tallinn broke down after a few hours-' work. Elsetr.io and steam locomotives are in use at the }fit, which is at present beixlg enlarged.
