1. The oil plants at K vidli, A?htme, Sillamge, Kohtla-Jar's and. Tdrs o (a Swed-
ish plant), all in northeasterm. Estonia, were damaged in 1944. The Germans
destroyed two million tons of fin.isheed oil products at the time of their
retreat,

Livin, is deputy . director and ohief engineer; manager of the pit is Teamiksaar;
chief engineer at the pit ie vbas; and leader of the planning section is the
Russian Pavlov. Neither the plant nor the pit are operating satisfactorily.
Oil, production is decreasing: steadily. The plant can process only a part of
the mined oil shale; the remainder is being stored. The plant lacks qualified
engineers and workmen, has,'constant mechanical breakdowns, and is operating at
a loss.. It produces raw ;il. motor oil, gasoline, diesel oil, motor petrolet i
and bitumen. Since the middle of 1946 a pipe-line has been under construction
from the K,tvil i plant to .Leningrad which will supply Leningrad with Eatoni&n.
oil gas. The pit laoks qualified workers, drilling machines and electrical
wiring. Drilling machines supplied by the Ilmarine plant in Tallinn broke down
after a few hours-' work. Elsetr.io and steam locomotives are in use at the }fit,
which is at present beixlg enlarged. In October 1946 a new transporter belt,

The Xohtla Oil Cou bine is operating satisfactorily. In October. 1948 it received

rubles) in a contest of the e USSR. t entr&l Fuel Authority.. The gasoline plant in
KohtlaaJUrve has been repaired and has reached its pie mar legal of production.
It has fifty generators and bitumen. installations and has been` equipped with a
gas battery. Sovennew pits, are. being constructed in ahtla-Jirve and Ahtme;
four of these will start pro ueti.on in 1947.

5. The Estonian Oil Shale Indus Construction Trust is in charge of new construo-
