Circulation of persons and trade.
(b) Foreign trade.
3. The study of the arrangements which have been made for the
administration of the Bizonal Area with a view to exploring the
possibilities of a fusion of 'the French Zone with the Bizonal _=+.rea.
4. To examine the practical implications of the possible fusion,
mentioned in paragrar~h 3 above, as affecting the allied partners to the
fusion arrangement.
5. To contiwe the discussions undertaken at London on the future
political organization of 7estern Gerri ny, as set out in document RIA.
To study the question of safeguarding the rights of foreign
alirners of the coal and steel industries in the Ruhr and elsewhere in
Germany.

In order to give effect to the recommendations of the London
discussions of February- March 19LL8 respecting a close association between
thq Military Governors of the U. S. and French Zones and the
representatives of the IINELLTX countries in Germany, the following- report
of ::`lorkiru, Party INTo.1 is sulornitted-
1. '::pith respect to discussions, now being held in Berlin, it was
agreed that the reports and/or recarnmendations of the three Military
Governors Twsouid be made available to .the -TENMUX representatives at the
conclusion of the meetings on those subjects which are of direct interest
to them. This will enable the J LLUX Governments to be adequately
ir~tormed of the results of the Berlin discussions before the tallks are
resumed in London in ,pril of.this year. Furthermore, it is noted that
the .\?'3,T.TX representatives have expressed their views upon the subjects
considered by this work~Iing party and those relating to the future
political organisation of .'Iestern Germany (Torkinn; Party No. 5) and to the
question of safeguarding the rights of foreign. Demers of th.e coal and
steel interests in the Ruhr (,. orlking Party No.6).
l7ith respect to continuing this cooperation in the future, it was
agreed that for the Bizonal area items pending before the Bipartite Board
(of interest to t he B~,LZ,,T,TX countries) would so far as possible be
chrmunicated to their representatives before the meeting of the Board,

items and these could normally be considered by the Board in the course of
its meeting, Furthermore, the representatives of the ;F, FITTX countries

be put into effect with respect to the French Zone under which information
respecting; both impending developments and decisions will be e.o=nicfltEd
to the representri.tives of the : _L U X countries.

it is recognised that this should be done through the consular repr.?esent-
ation of the U'N7 1 countries est.-rl li shed in those cities.
For the purpose of assuring, a. regular contract and for providing
background -information, bot on developments in the i:partite Board and in
the French 'Zone, meetings will be held at stated intervals between the
respective Political a",Ovisers of the three I`ilitary Governments . ,n t';-h.e one
hand and the representatives of countries on the other. Each
Political . adviser -;!ould also, upon request, arrange for interviews between
reapresentatives of the F 1;i ,?.IX countries and other officials of the
respective I,.ilitary Governments, both in Berlin, Frarilff'urt and Baden- Tuden?
