At the invitation of the Travel Committee I appeared as the Office of Personnel representative to discuss a draft paper called Assignment to 2. I reviewed the considerations that had been, given to this issue by the Administrative Authorities Task Force with the conclusion that such travel and death benefits should be limited to CIAR types, essentially because.a direct linkage between this group within the Agency and employees of the Foreign Service has been established and was given Congressional approval at the time the CIA Retirement Act was enacted. Inasmuch as the Task Force perceived no unusual difference in status between non-participants in CIAR and other employees of the Government, including civil service employees of the Department of State, USIA and USAID, it was unable to ascertain any clear-cut rationalization for the establishment a unique benefit for CSC retirees. 25X1C4e 25X1C4e 3. I advised the Travel Committee that the question before it essentially relates to the Support Services since the other Directorate having a large some other plausible standard that could be used for granting travel benefits to CSC types. It agreed that the standards for CZAR participation should not be distorted to accommodate the inclusion of unqualified people just to settle the retirement, travel issue. 5. The Travel Committee decided to recommend continued reliance on LIAR retirement participants as the criterion for provision of retirement travel and death travel entitlements adopted from the Foreign Service.
