SUBJECT: NIC Activity Report, 22 - 28 November 1985
1. DCI/DDCI-Assigned Tasks
Acting NIO/Economics prepared talking points for
the A/DCI on the Financial Export Control Act, S. 812; and as the DCI
representative, attended meetings of the Economic Policy Council
concerning trade retaliation against the EC and Japan, progress toward
discussions on a new GATT round, and negotiations with Canada on free
trade.
Assistant NIO/FDIAI I managed the preparation of the
DDCI's overview statement for a 4 December presentation at an SSCI
hearing on technical counterintelligence and security.
Assistant NIO/USSR prepared talking points for the
DCI on Soviet strategy after the Summit.

III. Of Interest This Week
NIO/Africa (Fred Wettering) attended the 22-26 November meeting of
the African Studies Association in New Orleans.
Acting NIO/Afric with A/NIO/CT and a
DO/Africa officer, attended an interagency meeting on Sudan at the state
Department.
NIO at Large (Hal Ford) acted for VC/NIC during the latter's TDY
NIO at Large (MGen David Einsel) met with CIPC Vice Chairman
on study recommendations for CBW collection and tasking; with
A/NIO/CBW met with DI officers to discuss findings of a
recent overseas trip dealing with chemical warfare proliferation; met
with DI and NPIC officers to discuss the Soviet BW program; and with
A/NIO/NP briefed Assistant Secretary of Defense
Richard Armitage regarding nuclear proliferation issues.
Assistant NIO/CBW] ]met with an INR representative to
discuss guidance for a briefing to the Brussels Suppliers Group.
NIO/Counterterrorism/Narcotics (Charles Allen), with members of his
staff and officers of the DI and DO, coordinated Community requirements
during the Egyptian airliner hijacking; met with a DO/LA Division
officer to discuss current counter-narcotics issues related to Latin
America; met with
] ]Ambassador Robert Oakley to conduct a post-mortem
on the Egyptian hijacking and to discuss issues related to the US
hostages in Lebanon; attended a meeting of the Senior Review Group of
the Vice President's Task Force on Counterterrorism; chaired a meeting
of representatives of CIA, DEA, FBI, NSA, Customs, and the Departments
of Justice, State, and Treasury to discuss money launderin b Latin
American narcotics traffickers; met with CIA/ORD officer to
discuss chairmanship of the IITC Advisory Group on Research
and Development; wi C/CPN/DO, attended a meeting in the White House
Situation Room to discuss intelligence support to the field during
terrorist incidents; with SA/NIO/CT/N Deputy

Chief/DO/CPN, and) I CIA/OGC, attended a meeting of the
Vice President's Task Force on Combatting Terrorism to discuss a
sensitive intelligence issue.
Assistant NIO/Narcotics attended an interagency
working group meeting to draft an NSDD on Narcotics and National
Security; and with A/NIO/LA and officers of the DI and
DO, participated in an interagency meeting under the auspices of the
Caribbean Basin Steering Group to consider intelligence support to
counter-narcotics operations.
Special Assistant NIO/Counterterrorism/Narcotics
drafted material for the Maritime Security Working Group on potential
Community contributions to an assessment of existing maritime port
security and warnings to cruise line passengers of impending terrorist
attacks.
Assistant NIO/Counterterrorisml (participated in an
IG/Terrorism at the State Department chaired by Ambassador Robert
Oakley; and chaired the DI/DO Working Group on analyses of the Egyptian
hijacking.
Acting NIO/East Asial (met with Roger Sullivan
and Dick Gillespie of State N to discuss -China defense trade.
Acting NIO/Economics) (met with Stephen Danzansky of
the NSC to discuss the NSC's economic agenda over the next six months;
and also met with the NSC's National Security Impact Group to discuss
the impact of trade retaliation against the EC 12 on the Spanish NATO
Referendum.
NIO/Europe (Col. George Kolt) met with Dr. Murray Feshbach of
Georgetown University to discuss Soviet and European developments; met
with the US Ambassador to Yugoslavia, Jack Scalan to discuss US-Yugoslav
relations; met with Swiss Sovietologist Ernst Kux to discuss Gorbachev;
met with MGen Ted Atkeson (Ret.) to receive an update on Faultline
Project; and with DD/EURA attended two conferences on SDI
NIO/FDIA (H. F. Hutchinson, Jr.) met with the Military Intelligence
Board to discuss activities of the NIO/FDIA, DDAC, and the FDIA staff.
Assistant NIO/FDIA(
chaired, and C/FDIA staff

attended, the monthly UUAL meeting; and with the Navy DDAC 25X1
representative met with C/CI Staff/DO regarding recent espionage cases.
FDIA staff officers participated in the following activities:
Thomas Callanen met with DDO/NSA to discuss NSA's 25X1
participation on the FDI staff. attended a meeting of 25X1
the DO/DI CI Working Group; met with C/SECOM to discuss unauthorized
disclosures; and began drafting a study in support of the IG/CI.

NIO/Latin America (Robert Vickers), with DD/ALA, briefed Deputy
Secretary of State John Whitehead on
with
officers, attended a Restricted Interagency Group ee ing c aired by
Assistant Secretary of State for Inter-American Affairs, Elliott Abrams;
and gave a lecture on insurgency and conventional warfare in Central
America to an off-site Military Operations Training Course.
Assistant NIO/Latin America spoke to an
OTE-sponsored seminar on Producer- nsumer relations on how the NSC uses
intelligence, and implications for analysts and supervisors.
NIO/Strategic Programs (Lawrence Gershwin) met with D/ACDA Kenneth
Adelman to discuss the Geneva Summit.
IV. Future Activities
NIO/Counterterrorism/Narcotics (Charles Allen) will chair a
3 December panel on future trends in terrorism at a Defense Intelligence
College seminar on international terrorism; will attend an IG/Terrorism
Legislative Coordination meeting at the Department of State on
3 December; will attend the 5 December meeting of the Vice President's
Task Force on Counterterrorism; and will chair a meeting of the IICT on
12 December.
Special Assistant NIO/Counterterrorism/Narcotics) will
attend a meeting of the Interagency Working Group on Maritime Security
at the Department of Transportation on 2 December.
Assistant NIO/Counterterrorism will speak to the
2 December State/M/CTP-sponsored conference on an Anti-Terrorism
Cooperation Program for the Gulf Cooperation Council states.
NIO/S&T (Julian Nall) has arranged a 3 December symposium at the
Department of Energy on areas of controversy in SDI-related research led
by senior scientists from the three DOE weapons labs.
