DCI/DDCI-Assigned Tasks NI0/Africa (Fred Wettering) prepared comments on a draft of Secretary Shultz' Southern Africa speech for the DCI. NIO at Large (Hal Ford), with the assistance of DDI and 000 officers, prepared material on Radio Marti for review by the DDCI, before releasing these responses to HPSCI questions. NIO/Counterterrorism/Narcotics (Charles Allen) accompanied the DCI and other senior intelligence and military officials to Fort Bragg to observe a Joint Special Operations Command exercise. is (Carl Ford) met with the DCI to discuss NIO/FDIA (Fred Hutchinson) provided a paper on CIA organization for technical security and countermeasures to the DCCI and DDI. NIO/Latin America (Robert Vickers) accompanied the DCI to brief the SSCI on Nicaragua. NIO/SP (Larry Gershwin) prepared a memorandum for the DCI on the significance of a Soviet announcement at the SCC on the SS-X-25 ICBM. Vice President of SRI International; and with A/NIO/LA discussed Central American questions with Mike Epstein, a Staff Assistant to Senator Byrd. A/NIO/A and INR representatives met to discuss the Pakistani nuclear program and with Acting NIO/AL met with DDI officers to discuss DDI plans for FY 1986 pro uc ion on nuclear proliferation. NIO/East Asia (Carl Ford) discussed recent developments in East Asia with Jay Taylor, D/INR/REA; participated meeting at the State of the Northrop Corporation to discuss the latter's view of developments attended a meeting at SAIS/Johns Hopkins University with the President of China's Nanying Universit ; chaired the first meeting of a Analytic Group; 2E25X1 25X1 NI0/Economics (David Low) attended SIG-IEP meeting chaired by Secretary Baker to discuss a World Bank proposal for a Multilateral Investment Guarantee Agency which would provide political risk insurance for foreign direct investment in developing countries, and also mixed credits; met with VC/NIC (Herbert Meyer), NI0/ST (Julian Nall), and others to discuss the implications of the Japanese semiconductor industry; and was briefed by an OGI energy analyst on the International Energy Agency and the European gas market in anticipation of forthcoming visit to the IEA. Assistant NI0/Economics attended International Energy Security Group meeting chaired by Under Secretary of State Wallis on strategy for US crude oil exports and energy negotiations with Japan; and met with Chief of SOVA's National Issues Group to discuss Soviet researc on the Soviet economy. NIO/Europe (Col. George Kolt) attended a NATO symposium at the National Defense University; participated in an IG on "Next Steps in the MLM Shooting Incident"; and with NIO/USSR (Fritz Ermarth), met with the US Ambassadors to Moscow and the MBFR negotiations. NIO/GPF (MG Stephen Nichols) attended the National Defense University two-oay NATO symposium. NIO/Latin America (Robert Vickers) separately briefed the following Congressional Committees on the situation in Nicaragua: Staff Directors of the Senate Appropriations Committee, with D/OALA; the Senate Appropriations Committee, with Deputy Secretary of State Motley; the House Appropriations Committee; and several new members of Congress, with the AD/DI and D/OALA. Mr. Vickers also prepared a second bi-weekly update on Nicaragua for the NSC. NIO/NESA (Graham Fuller) discussed Shiism and developments in the Gulf with a University of Chicago scholar; met with the Editor of the Middle East Journal regarding developments in North Africa; discussed the Middle East with FBIS analysts; NIO/ST (Julian Nall) attended a banquet honoring Song Jian, Minister in charge of the State Science and Technology Commission, People's Republic of China, cohosted by Dr. G. A. Keyworth, the President's Science Advisor, and Robert Adams, Secretary of the Smithsonian Institution; and attended an adaress given by Song Jian, sponsored by the American Association for the Advancement of Science. NIO/USSR (Fritz Ermarth) hosted an analysts meeting with Ambassador Hartman; discussed Soviet Assessments with officers of OSD/Net Assessments; and attended a luncheon for the West German Minister for S&T and West German Embassy. IV. Future Activities NI0/ST (Julian Nall) and A-NIO/STI tare scheduled to meet with Ambassador Abramowitz, INR on 23 April; they will meet with Dr. Keyworth on Wednesday, 24 April.
