DCI/DDCI-Assigned Tasks Assistant NIO/Africa prepared a memorandum for the DCI on the Southwest Indian Ocean Islands. NIO/Europe (Col. George Kolt) prepared talking points for the DCI on European views of the SDI. NIO at Large (Hal Ford) met with the DCI to discuss preparation of the draft DCI Worldwide Briefing for congressional committees, and invited NIO contributions. NIO/Latin America (Robert Vickers) prepared a Central American update for the DCI's use at a meeting with Secretary Weinberger. NIO/USSR (Fritz Ermarth) and A/NIO/USSR( (prepared talking points for the UCI on Soviet leadership developments and reactions to Geneva. Of Interest This Week Assistant NI0/Africa the NSDD: Food for Progress: attended an NSC-chaired IG on NIO at Large (Hal Ford) reviewed 1964 and 1966 CIA documents for suitability of release to official US historians; and, with the assistance of officers of the NIC/AG, responded to an OGI request for comments on the Political Instability Quarterly. Assistant NIO at Large attended a briefing by Leonard Weiss, Staff Director of the Senate Subcommittee on Energy, Nuclear Proliferation and Government Processes, on his recent trip to India and Pakistan with Senators Nunn, Glenn, Johnson, and Sasser; of OSWR joined the NIC as Assistant NIO at Large for duties related to BCW issues. Assistant NIO/EA met with INR Deputy Director Tom Thorne to discuss the estimates production schedule; discussed ground rules for a 15-17 January political/military simulation on the Philippine insurgency with an official of the JCS; and debriefed the former Consul General to Surabaya on continued mystery killings in Indonesia. Acting NIO/Ecpnomics avid Low) and Assistant NIO/Economic s met with of EURA to discuss preparation for the May Economic Summit in Bonn; discussed the same topic with of the IC Staff; met with Maurice Ernst of the Hudson Institute and NIC/AG officers to discuss economic issues; NIO/Europe (Col. NI0/FDIA (R. P. Hazzard) met with Deputy Under Secretary of the Air Force Jimmie Hill on matters of mutu interest. A NIO FDIA was briefed by NSA/WO-7 on incidents of reported interference (often unintentional) with mi itary satellites; reviewed material provided by the FBI in connection with an unauthorized-disclosure case; and disseminated copies of a forthcoming book about the intelligence community to appropriate officers in relevant agencies. NIO/Latin America (Robert Vickers) met with NSC Staff member Constantine Menges to discuss current developments in Latin America, and in response to Mr. Menges' request, prepared for him information on threats against the Pope that originated in Latin America; attended a Council on Foreign Relations Discussion Group in New York regarding Nicaragua; with an officer of the Central America Task Force, met with Phillip Hughes of the Vice President's office and NSC Staff member Oliver North to discuss the Nicaraguan insurgency; and, with NIO/USSR (Fritz Ermarth), met with Mike Epstein of Senator Byrd's office to discuss Soviet/Cuban attitudes toward Nicaragua. Assistant NIO/Narcotics and officers of the DDI and DDO attended a State Department narcotics coordination meeting chaired by the Deputy Assistant Secretary for International Narcotics Matters. NIO/NESA (Graham Fuller) met with the State Department Arabian Peninsula Director, discussed Iran and Afghanistan with the new chief of the NSC Middle East section; met with a Brookings scholar regarding Persian Gulf security; discussed Syria with an academic specialist; met with a University of Chicago specialist; and briefed an Agency producer/consumer relations training course on the estimates process. NIO/SP (Lawrence Gershwin) met with PFIAB member Assistant NIO/SP Imet with Agency officers to plan a review of Soviet Military Power, 1985; and met with Don Linger of the Defense Nuclear Agency to discuss Soviet capabilities to attack US mobile targets. John Butts as a part of a continuing series of initial visits with the Community; met with Dr. Thomas Etzold of ACDA to discuss the warning implications of arms negotiations and confidence-building measures as they relate to military planning; IV.
