Weekly Report
Directorate of Administration
- The Security Analysis Group is currently examining a leak of classified information
ODP personnel met with representatives from the OSWR to discuss their plans for
colorgraphics terminals for each branch in fiscal years 1984 and 1985.
A two-day Teleprocessing Conference was held at the Reston Sheraton .16-17 January
1984 to address the various teleprocessing issues arising in the upcoming years. The
conference was well attended by over 40 personnel, including representatives of OC,
ODP, OD&E, ASG/DDI and IMS/DDO.
One of the many requests received this week for the review of documents pursuant to
the FOIA was from former DCI William E. Colby. Mr. Colby is writing a book on
Vietnam. While acknowledging his support of the Agency's desire to exempt
operational files from FOIA search, he commented that "... until the matter is settled
by Congress I believe it appropriate to request the application of current law."
Enclosed with Mr. Colby's letter was a list of documents which he requested be
reviewed for release; he also provided information as to where the requested
documents might be located.
Representatives from Eastman Kodak visited the Archives and Records Center to
examine the condition of NPIC film data back to 1956. No major problems were
identified with any of the random samples which were examined, but a report will be
issued with a full analysis of the data collected.
On 16 January contract documents for the bid package on site work, parking deck, and
building foundations for the New Building were received from Smith, Hinchmann and
Grylls Associates, Inc. In order to speed the bidding process, Printing and Photography
Division, Office of Logistics, is reproducing 100 sets of these documents for GSA. It is
anticipated Invitations for Bid will be issued starting 6 February and contractor bids
will be opened on 7 March.
On 16 January, a meeting was held between OP and GSA on the subject of amendments
to the Federal Travel Regulations on domestic relocation. While GSA is agreeable to
seeking the most liberal interpretation of the Warner Bill legislation, it has received

comments from the OMB that the budget impact will be more than the Administration
can support. The draft instructions will be sent to each Agency before submission to
the OMB.
~f Catholic University has accepted an invitation to address the
Advanced Intelligence Seminar on "International Terrorism." He declined the
honorarium, preferring to donate his services.

Directorate of Intelligence
- ALA provided information to the NIO-at-Large on the impact of a U.S. trade embargo
on Nicaragua. It will be included in a memorandum to the DCI.
EURA prepared a background paper for the DCI on CDE in preparation for discussions
with Secretary Shultz.
SOVA prepared a memorandum for the DDCI on the Intelligence Community's
continuing collection efforts against possible INF counterdeployments to Cuba.
D/NESA and DD/NESA met with Ambassador Murphy, Assistant Secretary of State for
the Bureau of Near Eastern and South Asian Affairs, to discuss upcoming Congressional
briefings, policy rotations for mid-level DDI managers, 75X1
the Political Instability Quarterly, and the DCI's upcoming trip. 25X1
OGI provided the Commander, EUCOM, an assessment of the terrorist threat to U.S.
military installations in Europe.
SOVA prepared Presidential briefing items on INF and Soviet domestic affairs.
OSWR will host a visit Thursday by Dr. Hans Mark, Deputy Administrator of NASA, and
give him an informal update on recent Soviet space activities.

National Intelligence Council
- NIO/LA (John Horton) prepared talking points on the Kissinger Commission Report for
the DCI's use at a meeting with Secretary Shultz and hosted a meeting of the DCI and
the "Latin American Junta," a group composed of NIO counterparts and Community
managers of Latin American accounts.
NIO/At Large (Hal Ford) attended a meeting of the NSC's International Broadcasting
Committee and fielded NSC taskings of CIA concerning Radio Marti.
NIO/Counterterrorism (David Whipple) continued interagency consultations and
briefings on the new concept of a DCI Terrorism Assessment Network; participated as
an observer at meetings of the CIPC Working Group on Terrorism, the Interagency
Intelligence Committee on Terrorism, and at NSA; Mr. Whipple also participated in a
luncheon and subsequent briefinLr on terrorism
NIO/EA (David Gries) prepared a memorandum for Secretary Shultz on sustaining high-
level contact with the Chinese.

A/NIO/GPF I (briefed SAC personnel in 25X1
Omaha, Nebraska, on a working draft of NIE 11 Soviet Global Military Reach,
and interviewed CINC/SAC, General Davis, Deputy Chief of Staff for Intelligence,
General Doyle, and members of their-staff.
A/NIO/LA I I discussed a 25X1
war game on an air and sea quarantine of Nicaragua with Commander Bethea of the
Naval Research Office; and met to review 25X1
events in Guyana and prospects for instability in the Caribbean.
NIO/S&T (Dr. Julian Nall) met with Raytheon Vice President to discuss views
on potential areas of Soviet S&T advances, and also discussed possible new Soviet ASW
technologies with 25X1
NIO/Warning (David McManis) during a visit to South Korea between 9-13 January, met
with And visited on rational commanders,
to gain current field perceptions o the warning problem on e
peninsula and to assess theater capability for indications and warning.

Mr. Lauder, Deputy Assistant Secretary of Defense for European and NATO Policy,
suddenly asked us to brief 30 members of the Fortune 500 whom Defense has been'
hosting. These are chief executive officers and senior executives of some of the
largest U.S. corporations. Prior to their-meeting with us they will be receiving
briefings from Richard Perle in DoD and Larry Eagleburger in State. Bob Gates has
agreed to handle the Agency briefing.

1. Progress reports on tasks assigned by DCI/DDCI:

2. Items/events of interest:
b. The Security Analysis Group is currently examining a leak of
classified information
c. In response to favorable critiques and numerous requests, the
Security Education Group is continuing its videotape presentations of the
DCI's briefing on leaks and excerpts from "The Constitution: That Delicate
Balance." Presentations are now focused within the Directorate of Operations.
d. ODP personnel met with representatives from the Office of
Scientific and Weapons Research to discuss their plans for colorgraphics
terminals for each branch in fiscal years 1984 and 1985.

i. Communications support was provided to Treasury Under Secretary
Beryl W. Sprinkel during his visits to Brasilia, Rio de Janeiro, and Santiago
10 - 16 January, and to General John W. Vessey, Chairman, Joint Chiefs of Staff,
during his visits to Nicosia, Tel Aviv, and Cairo 7 - 12 January.
k. On 16 January contract documents for the bid package on site work,
parking deck, and building foundations for the New Building were received from
Smith, Hinchmann and Grylls Associates, Inc. In order to speed the bidding
process, Printing and Photography Division, Office of Logistics, is reproducing

1. On 13 January representatives from the Offices of Logistics,
Security, and Communications met with DIA officials regarding various aspects
of our acquiring space at DIA officials stated that 25X1
they intended to move out o the building in accordance with their schedule
with moves commencing in May and being completed in October. They expressed
their willingness to assist us with access in order to accomplish certain
activities to satisfy security and communications requirements.
m. On 16 January the Deputy for Special Programs and the Chief,
Allowances Branch, Office of Personnel, attended a meeting at GSA on the subject
of amendments to the Federal Travel Regulations on domestic relocations. GSA
was seeking input from selected agencies (CIA, FBI, IRS, Nuclear Regulatory
Commission, Department of Justice, Department of the Treasury, and Office of
Personnel Management) as to what these agencies desired to be written into the
GSA proposed implementing instructions. While GSA is agreeable to seeking the
most liberal interpretation of the Warner Bill legislation, it has received
strong comments from the Office of Management and Budget that the budget impact
will be more than the Administration can support. The draft instructions will
be sent to each Agency before submission to the Office of Management and Budget.

o. OTE has ordered an Electrohome large screen projector which will
be connected to a Delta Data 7260T terminal modified for composite video
output. The projector will permit the instructors to teach new users about
CAMS, SAFE, VM, and GIMS more easily than in the past. Every effort is being
made to have the projector available for the start of CAMS II transition
training on 21 February.
p. of Catholic University has accepted an invitation
to address the Advanced Intelligence Seminar on "International Terrorism." He
declined the honorarium preferring to donate his services based on strong
personal convictions.
q. The briefing for the President's Foreign Intelligence Advisory
Board (PFIAB) by the Foreign Language Committee on language training and
language capability in the Intelligence Community and the nation, which was to
have been held on Thursday, 12 January, has been postponed until February or
March due to an invitation from the President for PFIAB to attend a meeting
at the White House. PFIAB is also interested in the capability of the
Intelligence Community to devise and maintain a ready reserve of language
capable persons.
