- The Office of Data Processing has completed program modifications for the Budget
Ranking System for the 1986 Budget cycle. Test results have been forwarded to the
Office of the Comptroller for approval.

- ALA prepared a memorandum, "Salvadoran Death Squad Activity," for the DDCI.
- At the request of the DCI, OGI, in conjunction with the NIO for Counterterrorism and
repared an informal memorandum on how the Agency

- SOVA prepared a memorandum for the DCI on the succession issue, and has also
completed a chronology of events Chernenko will face with regard to U.S.-Soviet
relations.

Branch next week.

NIO/W (David McManis) briefed the IR&D Council and had
lengthy discussions on the need for information handling improvements an etter
exploitation of open source materials; gave similar briefing to the new chairman of the
Information Handling Subcommittee, with emphasis on joint information handling
projects; forwarded substantive comments to CRES oI&W target sets;
debriefed the Executive Director on his recent Pacific trip, focusing on problems of
distribution, dissemination, and communications; met with C/EUR concerning a
strategy for the continued involvement of key European countries in I&W.
National Intelligence Council
- NIO at Large (Hal Ford) forwarded the draft NIE on Sino-Soviet Relations to the
Acting DCI for release to NFIB representatives.
- NIO/Counterterrorism (David Whipple), assisted by senior DDO and DDI officers, is
completing a paper outlining a comprehensive USG program, encompassing diplomatic,
military, special activity, and intelligence activities, designed to provide protection
against international terrorism. The NIO/CT officiated, along with the Executive
Director of CIA, in a "ribbon cutting ceremony" officially inaugurating the DCI
Terrorism Analyst Network; transmitted message on behalf of the DCI to other
participating agencies to demonstrate the versatility of network communications;
briefed and discussed terrorism problems at the Center for Naval Analysis with
members of the Chief of Naval Operations Executive Panel Task Force on Terrorism;
assumed chairmanship of the Interagency Intelligence Committee on Terrorism on
23 February.
NIO/Economics (Maurice Ernst) returned from working visit
NIO/SP (Larry Gershwin) briefed Senator Warner's Strategic and Theater Nuclear
Forces Subcommittee of the Senate Armed Services Committee (with Senators Quayle,
Levin and Exon also present) on recent developments in Soviet strategic forces and
prospects for the 1990s.
A/NIO/S met with of Boeing
Corporation to discuss supporting a Defense Nuclear Agency project on deep basing
concepts for nuclear weapons and command and control, which the Agency hopes will
include an intelligence contribution on how the Soviets might attack deeply based
assets.
NIO/S&T (Julian Nall), joined by the Chairman of STIC, briefed separately the IR&D
Council and the Defense Science Board on NIE 11-12-83.

appropriate components for review. The final drafts of the OEA, DCD, and Rehired

We have had an unusually large number of investigation and grievance cases opened
after only two months into the year. The cases range from appeals to Claims Review
Board action to investigations into financial wrongdoing. It is still too early into the
year to tell us if we may be experiencing an upward trend in the number of grievance
and investigative cases normally handled during the course of a year. We will be
tracing this carefully in the coming months.

- FY 1985 Program. A briefing on the DDS&T special projects included in our 1985
CBJB has been scheduled for Friday, 2 March, for Susan Shekmar, SAC/Defense staff;
Jim Bush, HPSCI staff; Jim VanWagenen, HAC/Defense staff; and Keith Hall, SSCI
staff.

On Wednesday, 22 February, the Director of Security and the Deputy Chief of the
Polygraph Division testified before the SSCI in closed session on the use of the
polygraph at the CIA. Representatives from NSA and DoD also testified. The purpose
of the hearing was to explore the use of the polygraph at these agencies prior to the
DoD implementation of the "Carlucci Directive," which would expand use of the

polygraph at DoD. Following the Director of Security's presentation, Senators
Moynihan and Goldwater had the highest praise for the professionalism of the
polygraph programs at CIA and NSA.
Public Affairs Office
retired senior DO officer who has know for many
years, had lunch with her after her meeting with PAO at ea quarters. told
D/PA was full of praise regarding her session here and, while no fully
on our team, she has "come a long way." A transcription of a radio appearance of hers
(Larry King Show), after her visit here, indicates that she has moderated her tone and
comments regarding the Agency.

PAO arranged with Larry Speakes of the White House for a backgrounder for
a retired senior DO officer who is currently a consultant to ABC. I 25X1
is collecting information for an ABC documentary on terrorism. PAO turned him down
for a backgrounder here.
- Ed Moore, a convicted former employee who attempted to provide the Soviet Embassy
with CIA information years ago by throwing it over the Embassy wall, has told PAO he
plans to write a book.

1. Progress reports on tasks assigned by the DCI/DDCI:
None.
2. Items/events of interest:
a. On 17 February, three Office of Communications
employees received the Intelligence Star for individual acts of
courage while assigned
b. The Office of Data Processing has completed program
modifications for the Budget Ranking System (BRS) for the 1986
Budget cycle. Test results have been forwarded to the office of
the Comptroller for approval.
d. On 21 February 1984, representatives from the
Domestic Security Branch, OS, Real Estate and Construction
Division, OL, General Services Administration (GSA), and the
building owner for the Ames, Key, and Chamber of Commerce
Buildings had a meeting to discuss the access control of the
parking areas for these buildings. The discussions centered
around providing vehicular access of the respective buildings
during peak hours. The Office of Security's recommendations for
the accomplishment of this control through the use of contract
guards, CCTV cameras, and parking access control systems were
presented to the group.

SUBJECT: Weekly Report for Period Ending 24 February 1984
e. On 22 February, the Director of Security, accompanied
by the Deputy Chief of the Polygraph Division, testified before
the Senate Select Committee on Intelligence regarding the use of
the polygraph within CIA. The Committee's interest generally
included types of tests given, the questions asked, details
regarding favorable and unfavorable test results, and how "hard
cases" are resolved within the Agency. The feedback from the
Committee was positive and the consensus of Agency personnel
present is that the testimony was well received.
f. The computer terminal printer and a new secure
communications line which electronically connects the Security
Records Division, OS, and the Department of Defense facility at
Fort Holabird was recently activated and tested. When
operational, the line will enable the Security Records Division
to make "on-line" computer checks.
i. The CAMS 2 training program began on Tuesday,
21 February. The course will run for eight days with 30 students
from the Intelligence Community in attendance. In addition to
the scheduled students, there will be a number of observers at
this running.
j. The Covert Instruction Division of the Office of
Training and Education has begun several new programs in the past
week. Three of them are: a one week counter-surveillance

begun to provide unclassified material from foreign media on the Lebanese
situation to U.S. naval task forces off the Lebanese coast. Last November,

"Nassau" for the commander of the amphibious task force taking part in
exercises off Honduras.

Representatives from NSA and DoD also testified. The purpose of the hearing
was to explore the use of polygraph at these Agencies prior to the DoD
implementation of the "Carlucci Directive," which would expand use of the
polygraph at DoD. Following the Director of Security's presentation, Senators
Moynihan and Goldwater had the highest praise for the professionalism of the
polygraph programs at CIA and NSA.

I have arranged with Larry Speakes of the White House for a backgrounder
for a retired senior DO officer who is currently a consultant to 25X1
ABC. is collecting information for an ABC documentary on terrorism. We 25X1
turned him down for a backgrounder here.

On Channel 9 at 7:00 p.m., Sunday, 26 February, CBS's 60 Minutes will air
what advance billing calls "harsh treatment of spies who defect to America."
This is the long awaited CBS program on defectors and we believe will be
inimical to our interests.
Publications Review Board
Ed Moore, a convicted former employee who attempted to provide the Soviet
Embassy with CIA information years ago by throwing it over the Embassy wall,
has told us he plans to write a book.
Academic Coordinator and Presentations
During the week we:
-- arranged for Rudolph Penner, Director of the Congressional Budget
Office, to speak to one of the Agency courses on the deficit.
-- briefed and provided contacts for OGI recruiters who will be
visiting the Economics Department at the University of Michigan and
the Geography Department at the University of Georgia.
-- arranged for six faculty members and 14 seniors from Dickinson
College to visit Headquarters toward the end of March for a briefing
