SUBJECT: Monthly Report -- Tel Aviv Bureau -- June 1985
I. OPERATIONAL
A. Monitorial/Editorial.
HEBREW SECTION
It was another busy month for the Hebrew section. Picking up
where last month left off. this month began with Israeli concern
over U.S. moves in the direction of talks with a joint
Palestinian-Jordanian delegation. On the 10th. Peres in a "political
announcement" to the Knesset addressed the question of peace and the
way to achieve it.
Earlier in the month Israel twice declared that it had
completed the withdrawal from Lebanon except for backup forces in
certain places and it was still proclaiming what in effect is a
right of hot pursuit into Lebanon.
The Israeli-backed army of southern Lebanon came in for a
good deal of attention (and embarrassment for Israel) when it seized
24 Finnish UNIFIL troops on 7 June, accusing them of disarming 11
ASL members and handing them over to the rival Shiite Muslim
militia. It released the last of the Finns after the Red Cross
interviewed the 11 deserters. who all stated they did not wish to
return to the ASL.
Israel's mounting economic problems, reflected in brief but
effective strikes for higher wages by taxi drivers, truckers and
garbage collectors, were overshadowed by the hijacking of a TWA
airplane by Muslim extremists based in Lebanon. From the 14th to
the 23d the bureau operated around the clock, filing an occasional
Gurdus scoop on events in Beirut and Israeli leaders' reactions to
the hijackers' demands for the release of the 'Atlit prisoners, and
acting as a watch office for the charge and the embassy's political
and security sections. From the 23d until the end of the month, the
bureau's operating hours were extended to cover Jerusalem radio's
sign on to sign off.

With the winding down of the hostaae crisis. Israel once
aaain took a critical look at its serious economic problems in a
marathon Cabinet session on the 30th.
TURKISH SECTION
The Turkish section was kept busy with the presidential and
parliamentary elections in northern Cyprus, Turkish President
Evren`s visit to Bucharest and surprisingly, Turkey's enhancement of
the powers of the police. Turkey was stung by the EEC accusation
that the new law constituted martial law without martial law, and
eased up on the wide-ranging authority of the police.
The Turkish Unit monitors are transferring the unit's
massive alossarv to diskettes in order to be able in the future to
update entries without having to retype individual pages. A copy of
the glossary will be forwarded to Headquarters when the project is
completed.
B. Lateral-Services
At the Country Team meeting Charge Flaten once again singled
out FBIS reporting as the best and most reliable source of
information on the TWA hijacking. He expressed appreciation for our
standing 24-hour watch and providing him and other key individuals
in the embassy with the most current reporting on the situation.
II. ADMINISTRATION
A. Personnel,

transportation allowances and adjustable benefits
portions of their pay, retroactive 26 May.

The room on the Embassy roof to house the new
Bureau's microwave equipment was 75% complete by the
end of the month. Work remaining includes wiring
and boring of anchor holes for the MW dish. The
front entrance security door at the new office was
successfully hunq without any major hitches, and,
following application of a second coat of paint,
work began on attaching the ceiling frames. All the
cable trays are now in place, a fact which should
lead to acceleration of the running of antenna
leads. Two new dipole antennas have been fabricated
for use at the new office, and new units to house
the monitorial recorders and transcribers have been
constructed.
