1. Data on recent Indian economic assistance to countries
in South and Southeast Asia, which you requested, are shown in
2. Indian official data do not show any support for
Afghanistan since 1978. However, some grant aid for Afghanistan
may be included in the budget for technical and economic
cooperation. Country allocations of expenditure on technical and
economic cooperation are not published. The total amount of such
aid for all countries was $3.1 million in FY 1981, $2.4 million
in FY 1982, and $4.8 million in FY 1983. An increase to $7.1
million was planned for FY 1984.
3. Press reports note that 29 Indian technicials were
working in Afghanistan in 1982: 16 doctors and para-medical
staff at a chil.'ren's hospital in Kabul, 5 experts at a
hydroelectric power project, one expert at an industrial estate,
and others working in government ministries.
4. Indian officials said that 28 Indian experts, financed
by the Indian government, were working in Afghanistan in mid-
1982, most of them at the Institute for Child Health. India had 25X1
agreed to a slight increase, probably several doctors. The total
value of Indian technical assistance was less than $100,000.
