Office Call by New Judge of Foreign Intelligence
Surveillance Court
1. United States District Court Judge James Noland, newly appointedi
member of the U. S. Foreign Intelligence Surveillance Court (FISC), is
tentatively scheduled to call on the_DCI and DDCI jointly at 1000 hours,
Friday, 20 May 1983 for up to 15 minutes if your schedules permit. It has
become customary for new FISC judges to visit and be briefed by the Department
of Justice, FBI, NSA and the DCI incident to their service on the Court.
Brief discussion by you of the DCI role in the Community would be helpful. A
biography of Judge Noland is attached.
2. Judge Noland will meet with the other FISC judges on 18 May to
discuss calendars and administrative matters. As the Court-appointed security
officer for FISC, I will discuss security matters with the members. On the
19th, Judge Noland will receive his security indoctrination and Department of
Justice/FBI briefings. Following his visit with us on the 20th, he will call
on the Director, NSA, for a briefing by that agency.
3. Immediately followin the meeting with the DCI/DDCI on the 20th,~Stan
Sporkin, a member from staff and I will discuss with Judge Noland
the DCI role in FISC procedures and intelligence production use of materials
acquired from surveillances authorized by the Court.

Born: La Grange, Missouri
Judge Noland was appointed United States District Judge for the
Southern District of Indiana on November 3, 1966 and entered on duty
November 11, 1966. He is a graduate of Indiana University, receiving an
A.B. degree in 1942 and a J.D. degree in 1948. and Harvard University
Graduate School of Business Administration, receiving an M.B.A. degree
in 1943.
Judge Noland served as a member of the United States House of
Representatives, 1949-1951; Indiana Assistant Attorney General, 1952;
Assistant City Attorney for Indianapolis, 1956-1958; and member of the
Indiana State Election Board, 1959-1966. He was a member of the
Judicial Conference Committee on the Administration of the Federal
Magistrates System, 1973-1982. He was also Chairman of the National
Conference of Federal Trial Judges for 1981-1982. He is serving as Vice-
Chairman of the Judicial Administration Division of the American Bar
Association for the year 1982-1983.
Judge Noland is married to the former Helen Warvel and has three.
children: Kathleen Kimberly, James E., Jr., and Christopher S. W.
He is a member of the American Bar Association, the Indiana Bar
Association and the Trial Lawyers Association.
