Labor Safety and Protection Engineer - in charge of personal injuries and casualties among engineering or construction workers, various types of devices for the protection of construction workers, and safety equipment. h. Personnel Section - handles the working attitude of all the worker, in the engineering units of the engineering division and the alloca- tion and coordination of manpower, i. Materials Section - maintains stone and gravel y?iards, sand yards, lumber materials plant% and all materials warehouses of engineering units. ~. General Affairs Section - directs the general affairs offices of all the engineering units, distributes uniforms and stationery and directs the mess unit. 1. Accounting Section in. Labor and Wages Section - investigates on-the-spot workers quota and decides on the labor quota, revises piece work rate and decides the wage norms. n. General Engineer - assists the division chief and chief engineer with the settlement of engineering problems. o. Coordinator - controls the progress of construction, requests rolling stock for the movement of freight, requests closing of road. p. Technical Section - solves the technical problems of the engineering units. q. Operational Work Section - controls the work program of all the engineering units, such as the working regulations and employment of manudi workers. r. Engineering Units - This is the construction arm of the division and has three sections: No 1 - Railway line engineering section; No 2 - Bridge engineering section; No 3 - Housing construction engineering section. 50X1-HUM 3. Each of the sections in the Ennineerin Division maintains its own nraani the organization of the Engineering Units. It has both a political and engineering chief and the political officer is in charge of the followtgg aspects of the engineering unit: a. Protection Unit - handles public order: anti-sabotage measures, theft and pilferage. c. Youth League Committee d. Communifst Party Committee j handles political studies conducted in all offices (shih 1358) and passes on work plans of all offices. Labor Protection Officer - supervises the safety equipment and labor ahd technical devices. b. Materials Office - allocates and hauls various types of construction materials and construction machinery. c. Personnel Office - hires temporary workers and assigns and allocates technical personnel. d. General Affairs Office e. Planning Office f. Accounting Office g. Labor and Wage Office - carries out the cage quota, determines quota and inspection standards and estimates number of workers required. h. Technical Office - technical engineer for construction. i. Coordinating Office - submits reports to the division on the progress of construction, submits plans for use of rolling stock in freight traffic and closes lines when required. J. Work Sites - The first, second and third sections accept work assign- ments, and the organization of these work sites is determined by the magnitude of the construction work to be done. Each work site controls a segment of a construction section. 5. The director in charge of each work site is an engineer and the organization of each work site includes the following: a. Work Chief (kung-chang 1562/7022), (Pan-Chang 3803/7022) or squad chief (tsu-chang) b. Personnel Officer c. Materials Officer d. General Affairs Officer e. Engineer - technician f. Coordinator g. Director from the Party Committee h. Youth League Party Committee Member i. Labor Union Representative 6. The Chin Chou Railway Bureau personnei- in an engineering Unit is not e ; some engineering units can have as many as 10,000 workers or as few as 1,000 workers, but the impor- tant thing is that the smallest unit comes under the business accounting system. A work site may have as many. as 3,000 people or as few as 100 workers. Almost all of the major divisions are as complicated organizationally as the engineering members of the party, the Party Committee thoroughly investigates their past and qualifies them for the job only if they think the applicants are completely reliable. The investigation of non-party members goes on continu- ously. 50X1-HUM The chief's of the bureau, divisions, sections and all other units are all members of the Communist Party. Al]. of them have the background of either being.former cadres in underground work, old cadres from the Yenan area, or cadres who took part in the long 25,000 li march. The technicians are the only ones who do not have this kind of background; they are tech- nicians of the old China, but most of these technicians are also Communist Party members who joined the party after the Communists took over the country.
