SUBJECT: Minutes of the 10 March 1977 OTR Staff Meeting
4. Concerning communications within the Directorate,
the group felt that the word travels pretty well up and down
the line with various mechanisms--staff meetings, conferences,
etc.--facilitating it. They identified the problem of
indistinct requests which come down and result in over-
reporting and off-target reporting; this is compounded by
the apparent reluctance of the Deputy Directors to go back
for clarification of such requests. The group also questioned
the utility of the MAG's. On the subject of creativity and
controls, the group was split,as to whether there was more
creativity in existence in the Agency today than five years
ago. They did agree, however, that there was a decreased STATINTL
"excitement" in working for the Agency today. Chief, _
added that some people at the conference believed that the
wrong people were being sent to certain courses. The prob-
lem of inability to get the right people into the prestige
courses which are over-subscribed was also discussed.
