It has three sections: The Attorney General's area, covering legal sanctions, the need for charters within the Intelligence Community, and the like; the DCI area, including the question of his two-hat role, and his responsibility to produce intelligence; and the DCI and the IC Staff--the Special Coordinating Committee will look at this. Three task forces are being formed to deal with these sections. He also reported that a bill which had been drafted by. the Senate Select Committee staff had been surfaced--no one in the Agency had seen this bill previously. It deals with the superstructure above the Agency. Responses to sections 1 and 2 of PRM 11 are due 15 May and to section 3 on 15 June. 5. The Office Directors discussed a number of topics, including presentational means, SEMP, the senior rotation program, competive evaluation descriptors, positive indicators, the DDA Exchange, and how to manage a surplus situation. briefed on terrorism, and the DDA discussed t e results of the Division Chiefs' Conference. 6. The DDTR outlined recent organizational and personnel changes within OTR. The.Intelligence Training Branch has been transferred from II to FTD. The Foreign Areas Branch has been abolished, and an International Affairs Branch established in II. The position of OTR Career Management Officer has been established; he will be the OTR training officer, our representative on the DDA Personnel Panel, monitor training of OTR personnel, and carryout other related duties. The EA/TR then outlined the division of responsibilities between himself and Chief, PRS. 7. The DTR noted receipt of new guidelines for the preparation of correspondence.for the DCI. He referred the members to.a memorandum from Ben Evans on the subject. The members then reviewed the list of pending actions. The DTR discussed significant items from the.
