SUBJECT: Organizational Survey
1. 1 am forwarding a copy of my report on the organization
of the Agency and community together with a copy of a covering memo-
randum on the subject to the Director. Pending his final decision as
to what action, if any, to take on the conclusions and recommendations
of the report, he has asked to have its distribution severely limited.
He would, however, appreciate any views which you or Jack Coffey
choose to express on any part of it, particularly your comments on
the following.
As regards the Agency:
(a) Information handling and computer facilities.
(pages 25 - 26)
(b) Training. (page 26)
(c) personnel. (page 27)
2. Apart from the Director and certain members of my staff
who worked on portions of the report, the only people who have read it
are Admiral Taylor and Colonel White. I suggest that you let me have
your comments with a copy to Colonel White.
