Ideally such a compilation should contain data pertaining to production, plans,' capacity, trade, availability, consumption, inventory, stockpiles, and known reserves. Where the present edition falls short of this ob- jective, it is hoped that missing data may be supplied at a future date. Textual commentary on some of the more important data contained in the present Statistical Summary will be found in the Economic Intelligence Handbook now in preparation. 2. Sources and Reliability. Unless otherwise indicated, data in this publication are ORR estimates contained in the ORR Estimates File as of 1 April 1953. To provide a central source for up-to-date reference data, ORR analysts contribute all economic estimates to this file as they are made and submit quarterly reports revising or confirming previous estimates. Consequently, such estimates are provisional and subject to change and do not necessarily represent the final position of ORR. Where feasible, estimated ranges of accuracy have been stated in percentage terms. Absence of ranges indicates only that no such assessment of reliability has been made. If practicable, a bibliographical supplement relating to ORR estimates contained in this Statistical Summary *-*iii_ be issued at a later date. 25X1 To fill certain gaps in 'ORR estimates, data available from other sources have been used. CIA has made no attempt to coordinate these data with the originators and has made no evalua- tion of them. Some obviously are from more reliable sources than others. Since the Soviet Bloc is relatively new and since significant boundary changes have oc- curred during the past quarter of a century, comparability of data becomes an important prob- lem in analyzing some time series. Where possible, boundaries have been defined and compara- bility has been indicated in footnotes to individual tables. The map and territorial changes indicated in the area section (found on pages 1-3) should contribute to the resolution of other questions concerning comparability of data. Apparent discrepancies between officially announced total area figures and those computed on the basis of a summation of territorial changes prob- ably are due to resurveys and to inaccuracy of prewar and wartime reporting. 4. Time Series. No attempt was made in compiling the present handbook to adjust time series to take account of such problems as homogeneity of product and changes in reporting systems. Any adjustments for such factors known to have been made by analysts originally responsible for the estimates have been indicated in footnotes to individual tables. 5. Rounding. Data in this report generally have been rounded where rounding would not result in more than a 5-percent difference in the number or in less than two significant figures. The fact that no assessment of the range of accuracy was available for many estimates made determination of the number of genuinely significant figures extremely difficult. Because of this fact and because of limitations of time, data in some tables have not been rounded in accordance with the general policy. More uniform and rigorous rounding procedures are anticipated for future editions of the Economic Intelligence Handbook. 6. Totals. Totals for the European Satellites and the Soviet Bloc are merely summations of available data. Except in a few clearly indicated cases, no attempt has been made to adjust totals to compensate for gaps in country data. Totals are rounded summations of unrounded data. Hence they will not always agree with the sum of rounded figures appearing under individual country headings.
