THIS IS UNEVALUATED INFORMATION
There was a rumor that KIM Il-sing and the
Minister of Foreign Affairs PAK Homy ng are disagreed about future
North Korean military strategy. According to the rumor, KIM wants
to continue the war in the ROK. He planned to concentrate the
remaining North Korean forces in Kyonggi and Kangwon Provinces at
points such as Chunchon (127.44 37-.52)$, in an effort to retake Seoul,
PAK is in favor of a withdrawal behind the 38th Parallel defense line
until North Korean troops can be retrained and rearmed for a counter-
offensive by the Chinese Communists and the Soviets,
