SUBJECT: Request by Director of ICA for Unclassified
Intelligence
REFERENCE: Letter to DCI from Director, ICA,
12 December 1957
1. This memorandum suggests action on the part of the DCI as
contained in paragraph 7.
2. The two specific suggestions made by Mr. Smith are directed
toward maximization of unclassified intelligence on Bloc economic
activities in the Free World. These suggestions do not imply either a
new type of unclassified reporting from the field or a new unclassified
publication series, but request that as much significant information
and intelligence as possible be explicitly designated as unclassified.
3. Rather than seeking an increase in unclassified current
information received from the field, I suspect what Mr. Smith
really wants are unclassified analyses which will provide him with
information on the extent and character of the Sino-Soviet Bloc
economic offensive. Members of the EIC Working Group dealing
with this subject do prepare for IC.A and senior officials of their
respective agencies unclassified staff papers on the subject which k-re
siltable for public release.

SUBJECT: Request by Director of ICA. for Unclassified Intelligence
4. The two chief contributors of information and analytical effort
within the EIC Working Group are the intelligence organization of
State and ORR/CIA. These components have been increasingly res-:)on-
sive to the needs for unclassified data on Soviet economic activities by
Congressional leaders and committees and by high-level officers it
the Executive Department. At the same time, a substantial amount
of research time is allocated to the study of the Bloc economic
offensive in attempting to stay abreast of biweekly, quarterly, and
semi-annual commitments. Any substantial change of focus would
undoubtedly require adjustments in the present production schedule
of the Working Group.
5. Classification is individually shown for each item included
in the Biweekly. In response to Mr. Smith's suggestion, every effort
will be made by the Working Group to declassify individual items -jr
to select suitable unclassified alternatives.
6. The suggestion that unclassified reporting from the field be
maximized and explicitly so indicated is really a matter to be decided
by the collection agencies. I shall approach this problem informa..ly

with the State member of EIC. A full-blown response would, it seems,
require formal across-the-board consideration by the IAC, which
I do not recommend at this time.
