1. The Board approved tie minutes of the 25th meeting, held
1 April 1954, without change.
2, The Chairman introduced Mr. Chairman of the
Insurance Task Force and turned the presentation of the material c ai
to{ned in Part I of the "Report to the CIA Career Service Board from
the Insurance Task Force in Respect to Indemnities and Benefits
Following Death and Disabil ty " dated 5 April 1954, ovrer to himo MIr4
noted that the report was of en interium nature, and he presented
the r+ecomaendations of the Task Force at the close of his presentation.
These were discussed and uxnanimonaly approved. He indicated that a
farther stud on hospitalization, Part II, was scheduled for presentation
on 10 June 1954, The Task Force was directed to continue its efforts
along tae lines on which it had proceeded.

The Hoard expressed concern at the lick of 1o awledge on the
part of employees as to exi.stin,, coverage offered by the Federal
,loyeee Compensation Act and the War Agencies Employees Protective
Association, They recognized the difficulty in dissemination of
information in .his area and requested the Assistant Director/Personnel
to develop new methods, The Board also recognized that Staff Agents
should be eligible to secure War Agencies Employees Protective in-
surance coverage since it was imposF.Ible to deny a Staff Agent the
benefits of the Feder,l Employees Compensation Act<
3 The Executive Secretary reported briefly on the progress of
the six Task Forces set up at the previous meetiang0 He noted that
the policy on promotion would be ready for Board discussion at the
next meeting,
Pia The Chii.man noted that he and the Assistant Director/Personnel
had met with the Deputy Director of Central Intelligence concerning the
plan of action for the CIA Career Service Board which hnd been adopted
at the preceding meeting, The decision had been reached subsequently
that the new Career Ser-ice Roar .could be chaired by the Assistant
Pirector/Personnel in order that the tie-Pin with personnel management
could be complete.

Board to decide how the choice would be made0 The Board requested Mr,
Baird to pick a Screening Panel which would make recommendations to the
Board at its next meeting,
