Reference is made to my letter dated March 22, 1961, to the Deputy
Director (Support), mita his replies dated April 7, 1961, and April 134
1961.
An suggested by the DD/B, in his letter dated April 13, 1961, here-
with is a copy of the revised letter that we plan to issue to the Honorable
Paul Ile Kildey cu our review' of selected activities of the Agency. This
letter is :Admitted for Agency review, comments, and appropriate security
clearance. in additio% there is Edbmitted,herevith a cm of a letter to
the Director of Central Intelligence on the same subjedt, vbiehlotter is
being submitted for appropriate security clearance.
The basic report draft has been revised to reflect agency comments.
The major revisions to this basic draft are set forth below*
1. The body of the report has been revised to reflect Agency
intent on our access to vouchered fund, expenditures charged
to confidential fluid allotment. The draft presently above
that although we were denied access to these transactions,
the Agency now has no objection to making them available for
our review on a voucher-audit basis.
Appendix "D" has been el /Nitrated from the draft.
Our comments on intelligence Component Operating budget pro-
visions for serves for contingencies has been eliminated
from the
