During a discussion with Mr. Briggs, and a proposed computer program was described the Watch Committee. This program, though conceptually straight- forward, has a considerable degree of complexity and would depend on some appreciation of collection systems, ground environments 2. It is requested that a programmer-analyst be assigned this task on a full time basis starting immediately. An intimate of the proposed program. In my judgment, the degree of difficulty associated with the proposed program justifies a skill and experience level of a GS-13, although an extremely outstanding GS-12 might be acceptable.
