I have been encouraged that through far. To help meet this need. I propose setting up an ad hoc group, headed by a leader of unquestioned repute, such as Richard M. Bissell, Jr.. to work with the Office of National Intelligence Program Evaluation. The three or four members of this group must be primarily skilled in systems evaluation but also knowledge- able in intelligence objectives and methods. 1 solicit the services I one of your Senior Systems Analysts from Dr. Enthoven's staff. In addition, for the evaluation of alternative courses of action, access to program information will be necessary.
