As you know, there are several major decisions required
in the near future which affect our National Photographic Recon-
naiesance Program. I have been encouraged that through far.
Rornig'. office the technical feasibility skills of Dr. Land's Panel

problem of assessing the technical inputs, the expected effective-

To help meet this need. I propose setting up an ad hoc
group, headed by a leader of unquestioned repute, such as Richard
M. Bissell, Jr.. to work with the Office of National Intelligence
Program Evaluation. The three or four members of this group
must be primarily skilled in systems evaluation but also knowledge-
able in intelligence objectives and methods. 1 solicit the services

In addition, for the evaluation of alternative courses of
action, access to program information will be necessary. I am
sure that with such access, the group will'fur aiah us with a neces-
sary ingredient for our decisions.
