SUBJECT : Meeting with Dr. Wheelon, -
vis-
OSP SAS Relationship

I object to the statement, and implied truth, of "...
a series of actions on part in areas which we had
felt were within our domain, at least to the extent that the actions
should have been coordinated with us. " I do not believe that there
has been a series of such actions--nor, in fact, even one--in which
proper coordination with OSP was not accomplished. In actual fact,
both in the subject meeting and earlier conversations between myself
and OSP personnel, no specific uncoordinated action was identified.
Furthermore, at the start of the subject meeting, I had
not "gotten wind of" your earlier memorandum, nor in fact did I
know that it existed. Even in our earlier conversations, I did not
hear about the existence of such a memo. My conversations were
based solely on Bud's mentioning to me that he had heard of some
possible problems.
I do not concur with the statement "that the consensus
of our discussions seemed to center around the agreement .... as
was done in the cost effectiveness program but then again
in coordination with OSP. " My feeling, which I stated both in our
earlier conversations and in the subject meeting, is that SAS will
coordinate with OSP as appropriate just the same as with every other
DD/S&T Office, but in no case would all of the SAS activities in a
community sense be dependent on coordination with OSP.

With respect to the statement that Bud was asked "to
agree with the principle that SAS would in no way get into the details
or design of our systems", I want to make my position crystal clear.
I do intend to get into the details and specifically the design of your
systems to whatever degree necessary and appropriate to permit
comparisons of alternative Systems in terms of their costs and
effectiveness. I do not -plan on ever doing internal single
system optimization studies, however.
While SAS has no authority nor intent to restrict any
activity of OSP, I believe that Dr. Wheelon made it quite clear that
the systems analysis activities of OSP should be brought to the
attention of SAS. In fact, he suggested weekly meetings between
25X1A myself and_to achieve this specific purpose. Of course, one
purpose behind this would be to eliminate unnecessary duplication.
I do not believe that Dr. Wheelon said nor implied that
SAS was not to engage in any conversations outside the Agency on
your programs "without prior coordination with OSP"; rather, I think
he said "without coordination. " I interpret this difference as meaning
that coordination should be before the fact, if at all possible, and
should be with OSP, and/or Dr. Wheelon, as appropriate.
In outside contacts on systems analysis matters, SAS
will of course solicit guidance from any involved office and from
Dr. Wheelon. At the same time, I believe that the spirit of the
discussion at the subject meeting justifies appropriate coordination
with SAS by OSP on outside contacts on systems analysis matters,
especially those involving comparisons between and/or among
alternative systems.

vis-a-vis
OSP/SAS Relationship 25X1A
1. 28 February, subject group met in Dr. Wheelon's
office to discuss an apparent problem which had prompted our
10 January memorandum to ADW requesting that he define for
us the role and mission of the Systems Analysis Staff, DD/S&T.

actions on part in areas which we had felt were
within our domain, at least to the extent that the actions should
have been coordinated with us. I stated that the specific details
of the events which had caused our inquiry were fuzzy to me at
the moment; however, f did point out that had gotten.

Following our talks, we seemed to agree that, as usual, the
basic issue was one of communication and that we did not appear
too far apart vis-a-vis each other's role in life. I indicated to
Dr. Wheelon that the consensus of our discussions with

analysis for those programs under our jurisdiction and that SAS

in the cost effectiveness program but then again in
coordination with OSP.
2. Dr. Wheelon asked us if we felt he should not have an
independent source to take a critical look at programs in general.
We hurriedly agreed that this was certainly his perogative and one
which should make him sleep better at night, but we did ask him
to agree with the principle that the Systems Analysis Staff would in

no way get into the details or designs of our systems. Dr. Vheelon
made it clear that he desired to have a Systems Analysis Staff
whose responsibilities would cover community-wide efforts. He
assured us, however, that SAS would in no sense be a technical
10 so to speak, nor would he want it involved in the technical
details of our programs. He stated that SAS should in no way
restrict OSP from doing everything it is now doing in the system
analysis sense. He also stated that he did not wish SAS to engage
in any conversations outside the Agency on our pro rams without
prior coordination with OSP, and, should ever find
himself engaged in a conversation wherein his comments could be
construed as a CIA position, then he should check back with
Dr. Wheelon or OSP for terms of reference. Dr. Wheelon further
stated that SAS will get each assignment personally from him and
that OSP would be well advised to insure good communications
between and ourselves.
3. We assured Dr. Wheelon that we could foresee no
particular problems under such ground rules and that we would
indeed keep the communication channels open. Dr. Wheelon com-
missioned to set up a meeting a month from now with
the same participants to see how our relationship with SAS is going.
