1. The following is a translation from Indonesian of a report from the Wonokromo
Onder Sectie Comite (OSC) of the Surabaya Luar Kota (outside the city) Sectie
Comite (SC) of the Partai Komunis Indonesia (PKI). The report covers the Peasants'
Conference held by the Wonokromo OSC on 25-26 October 1953.
In general the OSC is still unable to give a concrete picture of the situation
of the peasants in the various districts. The party's policy in the agrarian
field is not well known among the members of the OSC, although the progress of
the fractions in the Ba,risan Tani Indonesia (BTI), PPDI, and the Rukun Tani
Indonesia (RTI) is good. The fusion of the BTI and the RTI, as directed by the
Central Committee, is being accomplished in the districts, and the activities
of peasant organizations outside of the BTI-RTI are decreasing.
The suffering of the peasants has decreased since the time of the Sukiman
cabinet. Reaction to our activities by Government officials, the police,
and the Army is now limited as compared with former times.
The extension of membership among peasants is increasing, but is not yet
pursued intensively enough. The education of the peasants' children receives
little attention. There is a great shortage of teachers and schoolrooms.
More attention must also be given to the health conditions of the peasants,
which continues to be bad.
The attempts to form a United Peasant's Front are receiving attention among
the peasants.

OSC members are urged to cooperate actively in order that:
a. The efforts of the secretary for peasants' affairs are more effective.
b. The membership drive among the peasants follows a plan and receives
more attention.
c. When the peasants react favorably, a friend must be ready to step in and
provide leadership to make them more aware of our policies.
d. In all our activities we must defend the interests of the peasants and
oppressed groups, so that our sympathizers notice the steps we are taking
to resist the cruelties of the reactionaries.
2. The following is a translation from Indonesian of a letter pent from a candidate
member of the PKI to the Wonokromo OSC of the PKI. The letter concerns people
who have contributed -money to the PKI,

All fall within the competence of the Wonokromo OSC. They are sympathetic
to the aims of the party, and it is hoped that they will become candidate
members at a later date. In meetings among themselves, it is expected that
they will discuss the general program and the theories of the party. We should
pay particular attention to this group of donors, so that they will feel that
their efforts are appreciated by the party, and through contact with members, will
learn the discipline of the party.
The Wonokromo OSC is requested to take action on the above matter.
