Barranquilla Communists have received instructions from the PCC Organization Secretary to the effect that local groups must provide themselves with the means of expanding propaganda and agitation activities, The clandestine character of the Party's position must be kept in mind, and it is essential that the present government's threats against the PCC be remembered at all times.
