1. Communist organizations in the Atlantic Coast area are concentrating upon
a study of the political line of the Party, as contained in the pamphlet
issued followin ; the Central Committee meeting in August :i.953.1 CeTla of
the Communist Party of Colombia (POO), no well. as youth and ~romens ! groups,
have been meeting meekly to discusr this document.
2. On the le.bor front a campaign has boon started to popularize the agreements
cached at the oonp ree~i hold under the auopioes of the OTAL in Santiago,
Chile, during, March 1953. The objsot veo and grogram of the OTAL are being
studied, and it 'ana planned to m&,ko use or this material in briefing the
Oolornbian ldolo teo to the 1lcrld Federation of Trade Unions I Congress
soiedulsd for Vienna in October 1953.

4. Taking advantage of the collaboration of etudonts of other parties, the
Union of Communist Ycutli of Colombia (UJ'CC) is onL;igod in Poor extensive

in 3arrancuillai, and its Yioekly meetings have been receiving ample coverage
in the local press. As a result of this publicity, requests have boon
obtained from other coac,tal towns for information concerninr4 stops which
should be taken in the organization of similar campaigns.
5. Barranquilla Communists have received instructions from the PCC Organization
Secretary to the effect that local groups must provide themselves with
the means of expanding propaganda and agitation activities, The clandestine
character of the Party's position must be kept in mind, and it is essential that
the present government's threats against the PCC be remembered at all times.

The Atlantico Departmental Committee is studying the problem of changes in
the Party's directors, now that the period of "blood and firer' has ended,
and will submit its ideas on this matter to the national Executive
Committee.
