KEY SEE REVERSE) 23 June 1953 25X1 There follows the translation of a leaflet mailed by the Confederation of Latin American Workers (CTRL) from Mexico to Venezuela. "CONFEDERATION OF LATIN ANMICAN WORKERS (CTAL) Appeal of 1 May 1953 Workers: The Fourth Congress of the CTAL appeals to the laborers, employees, and farmers of the Continent to make 1 May 1953 a day. for a new and combative struggle for trade-union unity, for the defense of economic and social gains, for democratic liberties, and for peace and national independence. This 1 May, the international date of the great demonstrations of the world proletariat3 finds the workers of Latin America fighting determinedly against the bestial offensive of the Wall Street warmongers. The imperialists, in line with their preparations for a third world war, which they hope to unleash in order to avoid the economic crisis which is now facing them, have at their service, in the majority of countries on the Continent, governments which respond to their criminal intentions. The policies of those governments daily show submission to the war- like plans of the imperialists; this explains the aligning of military `treaties, commer# al treaties ruinous for our countries, the issuance of repressive laws, and the violation of labor-union and democratic rights." At the same thine, these governments give no thought to the rise in taxes, to the systematic rise in the cost of living, reduction of salaries and wages, to unemployment, to the destruction, of national industries, to the ruin of thq farmer. This policy strikes hard at the city worker, the farmer, and all the productive groups of Latin America. STATE X ARMY NAVY AIR X FBI JAEC Q 0 (Notes Washington Distribution Indicated by "X"; Field Distribution By Approved For Release 2004/02/11 : CIA-RDP80-0081OA001400520009-0 25X1 25X1 Approved For Release 2004/02/11 : CIA-RDP80-00810A001400520009-0 25X1 Nevertheless, despite the efforts of the imperialists and their national lackeys to convert our countries into colonies supplying strategic raw materials, military bases, and cannon fodder, the Fourth Congress of our powerful CTAL shows that throughout the Continent there is growing a spirit of unity and combativeness on .the part of the workers, who are daily becoming more united in their action to obtain better standards of living and working conditions. This is demonstrated by the magnificent struggle of the Guatemalan workers, who, with their Central Unica at the fore, are determining the application of the agrarian reform and a policy of national liberation. This is also shown by measures for unity being taken by the Bolivian workers, who are leading the struggle for nationalization of their mineral wealth and for agrarian reform, which will permit the raising of the standard of living of the laboring masses of that country. It also confirms the unifying process developed by the Chilean workers, which through unity of action, culminated in the creation of a powerful Central Unica of workers, employees, and farmers. Good examples of the growth of the anti-imperialist struggle are the great strikes which have been carried out, and are being carried out, in Brazil, Venezuela, p'eru, Cuba, etc., which shake the foundation of oppressive regimes and are succeeding, in spite of the terror, in important improve- ments of an economic and social nature, which encourage the workers towards new strt.ggles for their national and social gains. Mexico and Uruguay are cases in which the better-organized and combative workers, supported by all the democratic groups, are preventing the signing of humiliating and suicidal military treaties with the United States, The fascist-type offensive which is being carried out in various countries of the American Continent, which includes everything from imprisonment to the commission of crimes against democratic end labor leaders, does not show strength on the part of the imperialistic forces and those of the national reactionaries, but, on the contrary, weakness when faced with the ardent uprising of the workers for increases in salary; for the defense of liberty, democracy, and national independence for agrarian reform; and for the maintainance and consolidation of paace on the Continent and in the entire world. CO: With this in mind, we appeal to you to commemorate this 1 Mai 1959 with great mass demonstrations, having a base of unity and independence, carried out in the various places of work, also bearing in mind the fight for unity of action, for the defense of better standards of living and working conditions. These demonstrations should have the participation of all workers, employees, and farmers, without regard to political, religious, or racial distinctions, and regardless of whether or not they are affiliated to our CTRL. We appeal to the workers to express their solidarity to obtain the freedom of the imprisoned members of unions in different countries. We appeal for the strengthening oC trade-union unity to defend the right to work and a better system of social, security. We appeal for intensification of the struggle and the common action on the part of the workers, employees, and farmers, for abrogation of repressive laws and obtaining human liberties, democracy, and national independence for our people.
