A meeting was held by the Wonokromo Onder Sectie Comite (OSC) of the Surab~ya Section of the Partai Komunis Indonesia (PKI) for representatives from the Wonokromo Rayan Comtites (RC) at Gang 21245, Djetis, on 18 January 1953. The meeting was attended by the following members of the party: Slamet Surabaya SC Matrawi Surabaya SC Winot,SukotjO Wonokrd t6 dSC Toniadji Wonokromo OSC Wonokromo OSC and representatives 'from the RC's of the Wonokromo OSC. 2. At the meeting, SukotJo Atatea that a copy of the'OSC's working plan,. which was formulated at conferences held in November, 1952,. has fallen into the hands of outsiders. He explained that a member of the Masjumi has shown a copy of the plan from the Wonokromo OSC,to Slamet, not knowing that the latter is a member of the PKI.l 3. Slamet made the following statements at the meeting: a, Concerning the international situation: Stalin prefers ~eace at this time, because he believes that the capitalistic front will split if there is no war. b. Concerning the situation in Indonesia: According to Aidit, members of the present cabinet have often sought the advice of PRI leaders in Djakarta. The PKI has been offered posts in the Cabinet, but they were refused, because the masses are not yet well enough consolidated to take'advantage of the political situation. Although the Cabinet-is in a state of crisis; the PKI remains strong. President Sukarno has said that the PKI could resolve the difficulties in the cabinet. Although Bambang Sugeng is national bourgeois, he is more acceptable than Nasution. The. main enemy of the PKI in Indonesia is the Partai Sosialis Indonesia (PPI). Our po.icy and tactics. mugt be directed to limiting their influence with the people; 5. A meeting:of the new Executive Committee of the Wonokromo OSC was held on 28 January 1953. The meeting was attended by the following officers of theOSC`t General Secretary Secretary of, Organization Secretary of Labor Secretary of Agitatlon/Fropaganda Secretary of Finance Secretary. of Agricl,lture and. Peace Winot Sukotjo Toniadji Wibowo Sukenan Suleman Sukandar The following .plans were formulated at the meeting: a. Under the...mans, gepient' of Toniadji, all members and, candidate members of the OSC Will be;.re.wregistered in the party. b. The collection, of dues for the general election fund will be intensified. Only R 80 have been: collected by the Wonokromo OSC'aince October 1952. The collection quota for the OSC is R 400 a month., c. Under the direction of Wibowo, industrial fractions will be organized in the Bataafeche Petroleum Maatschappij (BPM) factory in Wonokromo and in the tanning factory in Wop.otjQlo. Suleman Informed the committee that it would be impossible to send " a" member of the OSC to the cadre. course which will be conducted. by the SC beginning `I February 1953, because adequate funds are not available for the necessary contribution to the SO. Sukotjo told the committee that the Sarekat Buruh Pelabuhan Pelarjaran (SBPP) would hold a conference in Surabaya from 5-11 February 1953 in order to elect a new executive committee of 32 membersa. The expenses of the conference are estimated. to be R 80,000, Representatives from Japan, China, Australiar.and.the WFTU have been invited to attend. A sum of R 10,000 has been allotted to cover their expenses. 1. Comment: Sukotjo, who is conducting an investigation of the incident, suspects a member of the Drijo RC who was formerly a member of the MasJumi Party. COIVFIDEETIAL/COI 'ROL - U. S.
