(Remarks: if sugar is in abundance it is sold up to 1 kg per person; if
not, it is .old by the 1/2 kg or 1/4 kg, per person. There were long lines
for sugar which was placed in paper bags in advance. Very often the amount,
of sugar found in the bag did not tally with the amount paid for. Lines
used to start at O500 hours for sugar which became available during perio-
dic distributions arranged by the ieople's Board of the City-Sector concern-
ed. Any citizen may purchase at these distributions, regardl.ess of whether
or not he resides in the sector involved. The procedure for lining up is as
follows: a. line to enter store; b. line inside. the store in front cf the
Department of Food Commoditiesy where patron receives ticket indicating quan-
tity required,'c,.third line u perhaps the patron receives his ticket in
this line; text is not clear; d. fourth line,at cashier's booth, where
payment for item is made; an e. fifth line where consumer hands his ticket,
stamped pe4.d, back to the seller, and collects his sugar. The whole op-
eration lasts hours, but people are used to it and do not complain.)

it is pressed butter; 2nd and 3rd quality are less good, as they contain
more water. The quality butter received by the ccpnswr-er is rarely the qaulity
paid for. Th& practice of swindling customers is endorsed in the State
Stores by all employees, and even officials of the Stores. By p pt g
in advance the butter packets, store employees (sellers) manage to pass
off low quality butter. In this way, the employees of State Stores try
to round out their salaries. It is general.y accepted that this does go

The 'Spicul' Breed Centers also sold various flour products other than. breads,
but neither the?'Spicul' Bread Centers note the Bread Cen;.ers sold flour itself.
This was purchased at the 'Alimentara'and'Comaliment' State Stores.
Milk: there was no re-sale (sioJmiik center in Bucharest. `here were, in the
cam, two or three so-calla 'Centre de Lapte' Stores, which were actually milk:.
bars. (One of these is located opposite the Spitalul Unificat No. 2, on Blvd. 1818;
another is located near the 'Teatrul Municipal' on Dinicu Golescu Blvd. near the
'Lazar Lyceum' street-car station (behind the PPR Ministry of Construction). The
sign on these milk-bars reads: 'Centro Lapte si Derivate'. No milk was on. sale
by the liter. One could pruchase the following, ration-free:

lQote: during the summer, Rumanians are apt to drink milk, but usually sour milk
and a 'chifla'. It is noteworthy that the price per 'ehifla' increased in milk-
bars to 0.50 Lei, from 0.33 Lei in Bread Centerw. The sale of milk, in. quantities
larger than above, is effected through private -transactions between farmers and
citizens of Bucharest. State'dontrol is. exercised at the city limits, but only
for wanitation reasons. At the city limits, milk is checked to see that it has
not been watered and that, it corresponds to standard milk; It is chocked with
a lactometor. 'T'tiu_ price at which -farmers sell milk depends. upon the clients arx1.
the current Bucharest free market milk price; this price is established and en-
forced by all milkmen and women in a fraternal way. Following are the prices
usual for milk acid cheeses sole airectly to consumers by the farmers:

There were also State Milk Centers which received the milk from farmers in sur-
rounding cities and villages and from the State Administration Farms. One ouch
Center is located at > Nartie Square (formezly'`t,ho Piata Natiunei) at the corner
of -the Serban Voda Bridge on the Dambovita River, These Centers serve as dietti-
bution centers1kr all state institutions, enterprises, etc., and all state employees.
Each state employee is entitled to 1/2 liter of milk per clay,. Each member of
his family is likewise entitled to 1/2 liter of milk per day. Each morning the
state institution collects, by its'own means of transportation, the milk it floeda
for its employees that day. Distribution takes place at the place of work after
the working day begins, so that it is impossible for the employees to take home
their milk. Employees' wives are permitted to come to the factory to pick up the
family milk tktion, Distribution delay at the factory, however, causes these
families to buy from the farmers in their locality, ?.ihen they can obtain milk ear-
ly in the day, instead of making use of the privilege offered them because of
the laboring statue one member of the family has. Usually the milk offered at
a State Fn a.err,risn was better quality than thAt. of the farmers; however the quality de-
pended somewhat upon the scruples of the State Milk Center employees, since they were
easily able to water the milk. The milk provided the State factories was priced
at 1.50 Lei per liter.
6. n Meats the 'Comcar' ('Ccmertul Carnei'- Meat Commerce) Centers have bean out
off` existence since spring 1953. They were replaced by Meat Centers called 'Cen-
tre de Carne', each one of which bears a distinct number, and numbers are in se-
quence in any given city-sector. Neat -Center No. 30 is located on Calea Serban
Voda No. 11, Raton N. Balescu.) Prices of moat are indicated below, in three

(rtemarks: Black market meat is sold either illegally by the Meat Center
employees who steal it from the Meat Center, or it is brought illegally
into the :ity by farmers. There is always a line for meat. One can check
the weight, but meat is not wrapped at the stores, so purchasers must bring
their own paper. Lining up takes the same form that it takes in the sugar
outlets. Heat is also sold in the private 'Tarabe' markets. [See page 1..
Prices.on meat sold here are the same as black market prices, the differ-
ence consisting, only, in the fact that these farmers are authorized to sell
meat as long as they have fulfilled their quotas and had the cattle slaugh-
tered in the State Slaughter-house ( 'Abator', at Obor). This ensures that
the earmer meets the established sanitary conditions; however, there is no
sense in this very often, as the meat sold in the 'Tarabe' markets is often
exposed to the sun for hours at a time. No State price controls are exer-
cised. In the hew 'Obor' Market (open market), there is a special area for
fanners who bring produce in h(>rse-driven carte; in the closed '0bor' Mar-
ket, there is a special section for 'Tarabe' sellers.)
7. "Fish: separate from the fish sections of the 'A.llmentaral and 'Comaliment'
a,e Stores, fish is sold at the State Fish Centers (cal3md 'Compescara',
or 'Comertui tlescariei') located in the markets of Bucharest,[ see Para. 2,
e, page one. There were also two or three 'Compescara' Centers in the city-
center which sold fish derivatives as well as fish and ready-made fish courses
( at t,ie annexed restaurant).. One of these centers, No. 1, is located at the
corner of '6 Nartie' Blvd. and Calea Victoriei (a former Herdan-owned bar),
opposite the'ylcalay' Library (now the 'Libraria Noastra'). Fish Center No. 2
is located on Calea Victoriei opposite the 'Biserica Alba' (White Church).

prices: . ose he Cooperatives. Anyone could join a Cooperative if he paid an
initial 10.00 Lei and a yearly due of 30.00 Lei, payable in installments, which
installments were receipted by an affixed stamp on the 'Carnet do Cooperator',
(Coop membership card). Cooperative benefits were represented in a greater va-
riety of foods than those in the State Stores, and greater availability of foods,
but at prices 20% higher than State prices. (However, in December 1953, when an egg
sold for 3.00 Lei in farmers' markets, and consumers fought for one egg in the State
'Alimentara+6nd'CcmaUiment' Stores, eggs were distributed in Cooperatives, to members,
at 0.65 Lei per egg. In the Cooperatives, cheese which sold in farmers' markets for
24.00 Lei/k`, could be had for 11.00 LeI/kg.) No' all Cooperatives sold the same
type of merchandise; i.e., one sold sugar, biscuits, oil, etc; others had fish and
wine only, others even meat. There were people, in the field of labor for instanprd,
who belonged to the Cooperqtive of the enterprise in which they worked and to three
or four other cooperatives as cell. This way i ey af-d. their,families had access
to various kinds of food not obtainable in the State Stores and markets. The Cooper-
atives, actually called 'Cooperative de Corm un belonged to a central Cooperative,

private-owned Neumann clothing shop). This store eons national Rumanian suits
and dresses, national blouses and shirts (so-called 'TI'), email national car-
pets, linen, table cloths, etc. I do not know the prices of any o.the forego-
ing.
20. "Throughout. Bucharest there are various T.C.S.-'Ferometalul' State Stores, which
sell metal goods and radio sets, etc. The principal General Supply Depot for its
merchandise is located on Seseaua Viilor, next to uhirigiu (Rahovei). Below are
the locations of a few of these stores, which have various sections d raionee1;
not all the stores have the same number of sections:
- on Lipecani Street, opposite Sf. GheorgheChurch (Orthodox, Saint George).
- on Victoriei Street, the corner of Nicola Beloianis (formerly Atena Street).
- on Boulevard 1848 (formerly Coltei), occupying the former Oomaneaou private
owned store.
- on Grivitti Street, near the main railway Station, opposite.Polizu Street.
- on Boulevard 1848, opposite the No.-2 Unified Hospital, occupying the former

Freparatiuni Radio - Progresul', and is located on N. Baleacu Boulevard (formerly
Bratianu), almost opposite the university. (There were a certain nwuber of pri-
vate shops which were used, together, to house the cooperative. This cooperative
does not sell radio sets, but makes repairs an?seta for anyone. Prices are estab-
lished by the State for repair* and depend on the repair job required. I do not
know what these prices would be."'
