Communist China: (Communist China is recalling
its senior diplomatic rep esentatives, probably for a
review of foreign policy
(Envoys to Cuba, Guinea, Indonesia, Mali, Nepal,
Norway, Switzerland, Somalia, and the UAR are sched-
uled to arrive in Peiping by late October. There are
indications tht other Chinese ambassadors may also
be returning.

Communist China- -Overseas Students: The
growing disenchantment of China's youth with the
regime is reflected in the very high proportion of
Overseas Chinese !students refusing to return to
mainland schools. 1
Of the 11,121 students from Communist China
who spent their summer vacations in Hong Kong,
only 338 have returned to the mainland for the fall
term. Last February only 500 of the 3,600 students
who entered Hon Kong for the Chinese New Year's
holiday returned.
(Many students gave hard living conditions as
their reason for not going back. Some said their
schools had been closed and they might be forced to
join the unpopular back-to-the-farm movement. Wide-
spread school closings in Communist China this fall
have had a further demoralizing effect on youth a
group which had strongly supported the regime.
The Hong Kong Government estimated in August
that 20,000 illegal immigrants from the mainland
will enter the colony 4his year, a threefold increase
over previous

Netherlands -Indonesia: (The Netherlands and
Indonesia appear to have competed arrangements tore -
establish diplomatic relations which were broken in
1960 over the West New Guinea dispute

The Dutch business community has been pressing
for resumption of relations. Compensation for more
than $1 billion worth of Dutch property seized by In-
donesia presumably will be among the fir,@t questions
to be raised after relations are resumed.

Brazil: Pro-Communist Miguel Arraes has
picked up strength in the gubernatorial contest in
Pernambuco. Leftist ultranationalist Waldir Pires
is only slightly behind his opponent in the contest for
the governorship of Bahia. President Goulart sup-
ports both leftist candidates.
The margin of victory for either side in these
contests is likely to be small and the results will
probably be contested in the electoral courts. In
Pernambuco troops have been posted at buildings
where counting is in progress in the expectation of
possible violence.

supported by Goulart have apparently won in Rio de
Janeiro State, Espirito Santo, Sergipe, Amazonas,
