SUBJECT: Cuban Support for Subversion in Latin
America

1. There is hard evidence that the Cuban sup-
port for subversive efforts in Latin America con-
tinues to be much more than mere rhetoric. The
evidence, in fact, suggests--as did Fidel Castro's
26 July speech--that the promotion of Communist-
led revolution in Latin America is one of Cuba's
principal goals in foreign affairs. The Cuban
effort is being carried on in a number of ways in
addition to the propaganda support for pro-Castro
revolutionary groups in Latin America which, in
itself, is an important contribution toward keeping
up the morale of these groups.
2. The principal means by which Cuba carries
on its subversive effort is through the indoctrina-
tion and training in Cuba of hundreds of Latin Amer-
icans and their dispatch home to implement what they
have learned and pass it on to new cadres. An es-
timated 1,000 to 1,500 Latin Americans received such
training in Cuba last year and most of these have
now returned home. Several hundred have arrived in
Cuba already this year, more than 300 of them during
the month of July alone when large numbers came for
the 26 July celebrations. A good proportion of these
recent arrivals are expected to undergo training in

support, are engaged in a joint effort to mount a
guerrilla operation in Nicaragua. Returned trainees
have set up training camps and guerrilla bases in
both Costa Rica and Honduras and guerrilla bands
crossed the border from Honduras to make a foray
into an underpopulated area of Nicaragua as recently
as two weeks ago. In Panama, too, Cuba-trained rev-
olutionaries recently attempted to set up a rudi-
mentary guerrilla training camp earlier this year.
