At the request of Chairman, COMIREX, the SDWG met in special session on 9 November to consider the release: of sanitized T-KH information on certain categories of targets in North Vietnam and South China. The request was made by CINCPAC to DIA and was disseminated by DIA to COMIREX members on 2 November 1967 (DIAXX-3 9353). Background 25X1 C 25X1 C 2. CINCPAC requested the information to update the Targetting Data, South China, and North Vietnam Potential Targets for Retarding the Communist Advances published in January 25X1 C 25X1C 1964. is scheduled for review on 15 November 1967 at a meeting of the Subcommittee of the Thirteenth Meeting of the Intelligence Committee, which is a subcommittee I I chaired by CINCPAC. 25X1 C 3. A request for release of this information as 25X1C 25X1 C made by CINCPAC in 1966 and was referred to COMOR on 27 October 1966 by the DIA member as COMOR-D-22/85 (dated 17 October 1966). This request was delayed by COMOR for one week, subject to comments by the Director of Security, CIA and was withdrawn a week later by DIA at the COMOR meeting of 3 November 1966 on the grounds that DIA and CINCPAC would study how augmented material could be made available those with the greatest air attack capability- -without making it generally available 4. The information now being requested by CINCPAC is for 25X1C release tol members. It is confined to 23 categories of targets (such as airfields, troop installations, port facilities, bridges, storage depots, etc.) in North Vietnam and South China within an area south of 32? North and between longitudes 85? and 115? East. The information for release would be derived from a machine run of the DIA Automated Intelligence File (AIF) and would consist of a listing 25X1 C Handle Via Approved For Release 20021 OssRF, P79B01709A00350006qgpgANT-KEYHOLE I-vr ystem Only Handle Via ------------- I 54_52, 1/10 of names, coordinates and capacity data for each individual target considered as "active" within the 23 specified categoires. Data included in the AIF is from all available sources, including sanitized T-KH, and is classified SECRET NO FOREIGN DISSEMINATION. CINCPAC emphasized that information has already been released up to and including the SECRET classification on these categories and that the inclusion of additional information identical to that previously released should not attract attention as to source. Control System Only 5. Several points of concern, relative to the release of 25X1 C this additional information I I were raised during the SDWG 25X1 Cam'' 25X1 C a. The effects on of a sudden increase in the volume of material for inclusion Of particular concern was that the introduction of a considerable number of new targets from the AIF run, especially those in the remote areas of South China which have been identified by T-KH alone, would reveal the totality of our reconnaissance collection effort. It was also noted that, since the AIF is not limited to major strike targets, the amount of information requested could exceed in scope the TDI information now being released to members. 25X1 C 25X1 C b. The security aspects of releasing T-KH-derived information on the areas requestedl This was of particular concern to the CIA and Air Force members and the representative of the Director of Security, CIA, who opposed release specifically on this point. 25X1 C C, The propriety of releasin T-KH-derived target information to those members who have no air strike 25X1 C capability. It was recognized that this might be a policy matter for higher consideration, but a need-to-know has always been the guiding principle for releasing T-KH-derived information. 6. " The DIA member stated that the material was already available to thel 25X1 C and all members agreed that bilateral release to individual countries would not satisfy the requirement as expressed by CINCPAC for making the information available 25X1 C' 7. The question was raised of releasing information on North Vietnam targets but it was the opinion of the group that this was a policy matter beyond the purview of COMIREX and the SDWG. It was also the opinion of the SDWG that USIB action would be re uired before the material requested by CINCPAC could be released I I 8.
