(COMIREX-D-14.6/3A) T-KH) Consideration of Draft Report for USIB--Review of Imagery Satellite Schedule and Coverage Prospects FY 71 and Beyond 1. The Chairman explained that the draft paper reviewing the imagery satellite schedule and coverage prospects furnished to members yesterday represented only a first effort at getting ideas organized and presented for early consideration and comment by members and consultants. There had been little time for close editing and no attempt to coordinate. would propose changing the format to that of a report or study that could. be forwarded with a brief covering memorandum setting forth the main conclusions and/or options available. He would also suggest some changes in the order of presentation. As background for this discussion, the Chairman reported on his meeting yesterday afternoon with Dr. Naka, Dr. Cline, to review the points raised by Dr. ine in is September memorandum. I felt the Committee's understanding of the issues, as discussed at the COMIREX meeting of 17 September (see COMIREX-M-106, pages 11 and 12), had been confirmed. 3. Members were asked first to express their general views on the draft and later would have the opportunity to comment and suggest specific changes on a paragraph-by- paragraph basis. All felt the draft provided an excellent basis for developing a highly useful final paper. 4. It was generally agreed the report/study format would be best. It was recognized that, to provide the necessary background for the Board's consideration of the points raised in Dr. Cline's memorandum, the COMIREX review would have to be to some extent tutorial in nature and contain more than the normal amount of basic facts and detail. A certain amount of essential data will be needed from the NRO to. assure the reader's understanding of scheduling problems and system capabilities. The data contained in the report should reflect the common understanding of COMIREX and the NRO as to the facts. 5. There was agreement on the importance of consciously seeking to maintain an objective, balanced "tone" in a report of this nature. It should avoid, for example, reflecting excessive pessimism concerning slippage in the or over-optimism concerning the usefulness of any of the present systems for rapid-response crisis coverage. He recommended a specific reminder be included that failure in recovery or launch is to be expected from time to time in the normal course of events. 6. stated that the figures and statistics cited in the report or used in tables comparing performance over the years must be carefully reviewed and adjusted or explained, as necessary, to avoid biased or distorted implications. This would be particularly necessary where a basic factor had changed materially from one period to another, such as the greatly increased number of targets existing in 1969-70 compared to say 1967. I lalso commented that the data presented in the draft highlighted a major trend of recent years. The Army Member queried as to the advisability of including, for comparative purposes, information on the Soviet imagery satellite program. It was agreed that while this would be useful it fell beyond the terms of reference for this paper. The subject was not actually within the Committee's field of responsibility nor did COMIREX have available the information required to provide an authoritative comparison. It was considered likely, however, that USIB might later request such a study, but would task the appropriate community component for it. 9. Mr. Moyer considered it important that the paper provide USIB with information on the potential options available for providing some backup capability, along with data relative to their feasibility and cost. He felt that USIB should be made aware of these and of the difficulties involved, whether or not anything could actually be done to improve the situation in the immediate future. 10. The NRO Consultant recommended that the paper under review focus particularly on those points relevant to the major budget issues soon to be addressed by EXCOM. He also urged the study be completed as quickly as possible. The Chairman stressed that a major objective of the paper will be to minimize the possibility of our principals being "surprised" by the future impact of factors limiting the flexibility of the imagery satellite program of which they were unaware. This has happened in the past and the present paper must provide a clear understanding of the situation, as it exists today and through FY 72, with regard to the availability of imagery satellites and the limitations on their use. 12. An effort will be made to distribute a new draft report and appropriate covering me um as soon as possible. Pending its distribution, equested members to notify his office if they have any additional c mments or suggestions.
